The Program Director provides overall leadership and direction for assigned Nezia Care programs, ensuring that services are delivered safely, effectively, and in accordance with the organization's mission, policies, and applicable laws and regulations. This position is responsible for supporting strong program operations while building a collaborative and accountable team environment. The Program Director supervises and guides staff in providing quality, person-centered services that help individuals identify and pursue goals that are meaningful to them. The position promotes individual choice, independence, personal growth, and community involvement by ensuring that each person is supported in developing their skills and participating in meaningful activities and valued roles within their home and community.
EDUCATION & WORK EXPERIENCE
Must be at least 18 years of age. High school diploma or equivalent required. Minimum of four years of experience in human services, healthcare, HCBS, intellectual disabilities, developmental disabilities, brain injury services, or a related field. Previous supervisory, management, or program leadership experience preferred. Experience working with Medicaid waiver or HCBS programs preferred. Knowledge of person-centered planning, individual service plans, and community-based services preferred. Must meet all applicable Iowa HCBS and program-specific qualification requirements. Strong written and verbal communication skills required. Ability to communicate effectively with individuals, families, guardians, staff, case managers, MCO representatives, and other professionals. Ability to manage multiple responsibilities, make sound decisions, and work independently.
DUTIES AND RESPONSIBILITIES
Provide leadership and oversight of assigned Nezia Care programs and services. Ensure services are delivered safely, effectively, and in accordance with individual service plans. Ensure compliance with Iowa HCBS requirements, Medicaid regulations, MCO requirements, and Nezia Care policies. Monitor the quality and effectiveness of services provided to individuals. Promote person-centered practices that support individual choice, independence, and personal growth. Coordinate with individuals, families, guardians, case managers, MCO representatives, and other professionals. Support program referrals, admissions, service coordination, and transitions. Monitor required documentation, service records, and program reports for accuracy and timeliness. Address service concerns, incidents, complaints, and operational issues appropriately. Support billing processes by ensuring services are properly documented and supported. Identify opportunities to improve program quality, efficiency, and individual outcomes.
MANAGEMENT & SUPERVISION
Supervise, guide, and support Nezia Care staff. Establish clear expectations for staff performance and responsibilities. Monitor staff performance and provide coaching, feedback, and direction. Assist with recruitment, hiring, orientation, and employee evaluations. Ensure appropriate staffing and service coverage. Address performance concerns in a timely and professional manner. Promote accountability, teamwork, and effective communication. Maintain a positive and respectful work environment. Ensure staff follow Nezia Care policies, procedures, and applicable HCBS requirements.

ORIENTATION, TRAINING, AND STAFF DEVELOPMENT
Ensure new employees receive appropriate orientation before providing services. Ensure staff complete required training and certifications. Provide or coordinate training related to Nezia Care policies, HCBS requirements, person-centered services, documentation, safety, and individual needs. Monitor staff training requirements and maintain appropriate training records. Identify individual staff training and development needs. Provide coaching, mentoring, and ongoing feedback. Encourage professional development and continuous learning. Promote consistent application of Nezia Care policies, procedures, and service standards.
