This position is contingent upon contract award and position availability. Selected candidates will receive a contingent offer of employment, which will become final only upon successful contract award to Maximus, availability of the position, and receipt of authorization to proceed. This role is hybrid and may be based out of either the Springfield, VA or Stennis, MS location, with an anticipated requirement to work on‑site approximately 50% of the time and occasional travel to other site locations, based on customer needs. TCS237, M4, Band 8Job-Specific Essential Duties and Responsibilities:
- Direct end-to-end program execution for 24x7x365 operations across TSA's enterprise technology infrastructure (data centers, cloud platforms (AWS/Azure), enterprise networks, cybersecurity operations, collaboration tools, and 80,000+ end-user devices) supporting 85,000+ federal employees and contractors across 400+ locations.
- Manage technical team of 140+ personnel and subcontractors, including hiring/onboarding, resource allocation, project schedules, financial forecasting, budget management, and ensuring 100% adherence to Service Level Agreements with zero service degradation.
- Serve as primary interface with TSA Contracting Officer (CO) and Contracting Officer's Representative (COR), ensuring contract compliance, attending status meetings, and coordinating with TSA stakeholders, federal agencies, and corporate senior leadership.
- Oversee operational and strategic technology functions including monitoring, incident response, break-fix, provisioning, disaster recovery, patch management, compliance, security controls (NIST 800, FIPS, FISMA, RMF, STIG), and implementation of cybersecurity roadmaps.
- Lead Program Management Reviews (PMRs) and produce detailed status reports for TSA executives on program performance, risks, team accomplishments, deliverables, milestones, and initiatives to maintain full transparency and organizational direction.
- Partner with TSA leadership to develop and align strategic goals, manage technology integration initiatives, drive continuous improvement processes, and provide organizational direction for mission-critical program supporting the nation's transportation security infrastructure.
- Allocate program resources and manage multiple concurrent projects, maintaining Integrated Master Schedule (IMS), critical path milestones, performance metrics, risk mitigation strategies, and ensuring on-time delivery of all contract deliverables and requirements.
Job-Specific Minimum Requirements:
- Demonstrated experience managing and delivering complex IT programs, including oversight of technical and administrative teams, budgets, and multi-task contracts.
- Proven ability to serve as the primary contract manager, interface with government stakeholders, and ensure overall contract performance through effective planning, communication, and resource coordination.
- BA/BS required.
- 10+ years of required work-related experience.
- Hybrid with travel to various locations such as Springfield VA and Stennis MS.
Preferred Skills and Qualifications:
- ITSM Experience and/or Certifications.
- ITIL.
- Certification from an accredited PM institute like PMP or PMI.
