Job Description

Program Manager (Contract) Please note that this is a contract role providing services to Microsoft through external staffing partners of Allegis Global Solutions. If you are selected for this role, you will be employed by AGS and will not be an employee of Microsoft.
Summary:
This position offers a unique opportunity to drive global trade compliance and operational excellence within a dynamic supply chain environment. The successful candidate will be responsible for ensuring the seamless flow of spare parts to and from data centers worldwide while maintaining strict adherence to international trade regulations. This role requires a strategic thinker who can navigate complex regulatory landscapes, unblock shipments facing trade challenges, and lead new country onboarding initiatives. Working at the intersection of supply chain management and international trade compliance, you will collaborate with cross-functional teams across multiple regions to optimize processes, maintain compliance standards, and support critical infrastructure operations. The position demands someone who can balance tactical problem-solving with strategic program development while working with stakeholders across the globe.
Job Responsibilities:
Ensure strict compliance with import and export laws and regulations for all spare parts shipments across global operations Partner with Trade Export, Customs, and legal teams to maintain proper export classifications and import codes, including ECCN and HTS designations Unblock shipments experiencing trade-related issues by leveraging expertise in trade licenses and export/import issue resolution Lead cross-functional planning and execution for new country launches and onboarding initiatives Collaborate with supply planning, warehouse, distribution teams, and third-party logistics providers to optimize parts flow to data centers and repair facilities Maintain standard operating procedures to ensure pre-shipment regulatory requirements are completed and record-keeping is audit-ready Monitor and analyze key performance indicators including transit times, customs clearance duration, and compliance incident rates Identify opportunities, challenges, and risks associated with trade policy developments and regulatory changes Act as a liaison between the supply chain team and the Global Trade Compliance organization Partner with engineering and planning teams to understand technical requirements, with finance for duties and cost implications, and with sourcing managers to ensure supplier readiness Educate stakeholders and functional teams on documentation requirements, classification processes, and trade restrictions Work with software engineering teams to define requirements for new system capabilities and drive prioritization, testing, and change management Support implementation of export control compliance measures within supply chain processes
Requirements:
Minimum 4 years of experience with international trade and global shipping operations Minimum 4 years of experience in product or technical program management with supply chain background Minimum 2 years of experience onboarding new partners or countries into trade operations Previous experience working with APAC and Middle East regions preferred Background working at consulting firms or large technology companies is advantageous Cloud Attestation required International trade expertise including understanding of Incoterms, IOR, and EOR Product and technical program management with supply chain focus Knowledge of US and international trade laws including EAR and ITAR regulations Familiarity with advanced technology export restrictions, particularly for high-performance GPUs and chips Understanding of country-specific import, export, and customs laws Experience working in large matrixed enterprise technology companies Strong analytical skills with ability to interpret Power BI dashboards and metrics Cross-functional collaboration and stakeholder management Process optimization and operational efficiency improvement Self-starter with ability to work independently in remote environments Excellent communication skills for educating and influencing diverse teams Problem-solving abilities for unblocking complex trade issues
