Veterans Community Access Program (VCAP)Program Manager Classification:
Non-Exempt Full timeResponsible For:
Management and oversight of the organization's services for its consumers. Includes aspects of management, administration, and service delivery.Area:
This role requires travel within West Virginia. To support efficiency and reduce travel-related costs, the ideal candidate will reside in the western end of North Central West Virginia. All encouraged to apply, however.Essential functions:
1. Ability to travel. 2. Ability to occasionally work long hours and/or weekends.Duties:
1. Service Provision a. Receive VCAP referrals, including Veteran assessment information and an assigned annual allotment, fromLIVEABILITY
Program Manager. b. Within two business days of referral, the VCAP Advisor will contact the Veteran by telephone to schedule an in-home visit within seven business days whenever possible, to provide information about the VCAP, and to facilitate the Veteran in making an informed decision to participate or to decline to participate. c. Review the Veteran's support needs with the Veteran and assist him or her in the development of a Spending Plan. d. The VCAP Advisor shall provide information including, but not limited to:- An explanation of the Veterans Community Access Program, using the most current VCAP Handbook;
- The person-centered planning process for developing a complete Spending Plan;
- Veteran's rights and responsibilities in the program;
- Resources, choices, and options;
- Risks and responsibilities associated with VCAP and decision-making;
- Program limitations or restrictions.
Advise the Veteran how to:
- Develop and document the Spending Plan to expend allotment to purchase services and/or goods that help the Veteran to continue living at home and avoid moving to a facility (facility means a nursing home, extended care facility, adult residential care home, foster family home, assisted living facility, or hospital)
- Function as the employer of support workers in the home, including how to: o Develop or select a job description for an employee.

Program Manager. s. Other duties as assigned. 2. Documentation a. Maintain database of all VCAP applicants. b. Maintain quarterly reports of all consumers enrolled in the program with current status and submit to Program Manager. c. Renewal of yearly consumer paperwork to stay in compliance with audits. d. Provide supervisor with adequate documentation and time spent working with consumers, VA and FMS. e. Other duties as assigned. 3. Consumer Counseling a. Update consumers as to where they are with their budget. b. Assist with interpersonal troubles that may arise when consumers work with their employees. c. Problem solve any situations that may arise. d. Other duties as assigned. Qualifications 1. High School diploma 2. Experience working with people with disabilitiesRequired Skills:
1. Demonstrated ability to communicate effectively, orally and in writing, with or without reasonable accommodation. 2. Familiarity in using computers for work processing, data collection and communication. 3. Demonstrated ability to conduct research and analyses of pertinent legal authority.Desired Attributes:
