General Description:
The role of the Student HireAbility Navigator is to improve access to employment and training services and increase employment opportunities for students with disabilities (90% of time). The Navigator will act as the Equal Opportunity (EO) Officer for the Golden Crescent Workforce Development Area (WDA) (10% of time).
Work Performed:
The Student HireAbility Navigator will focus on services for students with disabilities who are in the early phases of preparing for transition to postsecondary education and employment by integrating services provided by Workforce, VR and other partners and programs within the Golden Crescent. The Navigator serves as a resource in the workforce development area to support, expand and enhance the provision of pre-employment transition. Navigators perform duties and provide deliverables in the following three focus areas: Capacity building and systems development; partnering and collaboration; and informing and engaging employers. In consultation and coordination with Board, Workforce Center and Vocational Rehabilitation (VR) staff, Student HireAbility Navigator will: Facilitate ongoing communication with VR staff and work jointly when developing activities Develop and/or disseminate information to increase community and system awareness of the resources and activities available to students with disabilities in the following five pre-employment transition services: Promote the use of online career exploration, postsecondary education planning, and work readiness tools, including those available through TWC's Labor Market and Career Information Department. Provide information on VR and Pre-Employment Transition Services (ETS) to students who are members of traditionally unserved and underserved populations. Enhance opportunities for postsecondary activities for students with disabilities. Provide information, training, and technical assistance to Workforce Solutions Offices, local VR offices, school districts, Education Service Centers, community partners, and employers, regarding resources and activities available to assist students with disabilities to transition successfully to postsecondary education, employment, or both. Develop and coordinate events, campaigns, and other activities that promote the Texas HireAbility Campaign and increase student and family awareness of and access to pre-employment transition services. Represent Student HireAbility Navigator program by serving as a liaison between VR and Workforce Solutions Offices and the Board. Assist with VR related activities and ensure that programs developed are accessible and inclusive. Disseminate information and resources to employers and community partners. Coordinate with Board and VR staff to develop training and/or resources to educate, support, and enhance employers' awareness of disability etiquette and accommodations for students with disabilities. Collaborate with Board and VR staff to develop work- based learning opportunities for students with disabilities, including internships, summer employment, other employment opportunities available throughout the school year, and apprenticeships. As the
EO Officer:
Serves as Board's liaison with the state WIOA EO Officer and DOL's Civil Rights Center Monitors and reviews the Board's activities, and the activities of those entities that receive WIOA Title I funds from the Board, annually by December 31, to ensure the board and its subrecipients do not violate nondiscrimination and EO obligations under WIOA Title I, §504 of the Rehabilitation Act of 1973, or their implementing regulations Reviews the Board's written policies to ensure that the policies are nondiscriminatory Develops and publishes the Board's procedures for processing discrimination complaints under §§38.72-38.73; makes available to the public, in appropriate languages and formats, the procedures for filing a complaint; ensures that the procedures are followed; and, as necessary, confers with the state WIOA EO officers on received complaints Reports EO matters directly to the appropriate official-including, but not limited to, the Board executive director or state WIOA EO officer Conducts outreach and education on equal opportunity and nondiscrimination requirements consistent with §38.40, which states that efforts should include, but are not limited to, advertising the recipient's programs and/or activities in media, such as newspapers or radio programs, that specifically target various populations; sending notices about openings in the recipient's programs and/or activities to schools or community service groups that serve various populations; and consulting with appropriate community service groups about ways in which the recipient may improve its outreach and service to various populations Conducts outreach and education on how an individual may file a complaint consistent with §38.69 Attends training at the Board's expense to maintain competency Collaborates with the state WIOA EO officer when a complainant selects alternative dispute resolution as the method resolving a complaint
Experience and Education:
Requires a four-year degree from a college or university. Prefer degree in social work, education, physiology, or sociology. Four years of experience in direct delivery of social services in the field of education, vocational rehabilitation, workforce development programs, human services programs, or non-profit organizations serving students or persons with disabilities, community planning is preferred. A master's degree may be substituted for 2 years of the required qualifying experience.
Knowledge, Skills, and Abilities:
Must be innovative and initiative-taker; possess excellent oral communication and writing skills; and be proficient in Microsoft 365 software. Experience in videoconferencing, internet communication such as social media, email, blog and chat. Website management skills preferred. Pay starts at $17.00 - $18.00 per hour, depending on experience and/or education Paid vacation leave after 6 months; sick leave immediately (accrue 8 hours each month) Paid life and health insurance for employee; dependent coverage available Board contributes 6% of salary to 401(k) plan; employee portion optional Paid holidays (follow state schedule)
