Job Requirements Dahlgren, VA Top Secret/SCI Polygraph Unspecified Career Level not specified Salary not specified Join Premium to unlock estimated salaries Job Description Description DNI is seeking a highly qualified Program Manager to lead execution of a large multi-faceted Program at the Joint Warfare Analysis Center (JWAC) IT Services (JITS) The Program Manager will serve as the accountable point of contact for the Government, coordinate delivery of cloud-native data engineering and AI/ML capabilities, and ensure performance remains aligned with JWAC priorities, technical requirements, security obligations, schedule, cost, and quality objectives. Responsibilities Serve as the primary contractor point of contact for JWAC Government stakeholders, including the Contracting Officer's Representative (COR) and Government managers. Lead daily program execution and maintain alignment among mission priorities, technical delivery, security requirements, cost objectives, and operational outcomes. Manage the integrated master schedule, delivery cadence, action register, milestones, dependencies, risks, issues, and required Government decisions. Direct and coordinate Data Engineer personnel performing cloud-native data engineering, FinOps, Zero Trust security, and AI/ML infrastructure activities. Manage staffing, onboarding, personnel availability, work schedules, continuity, substitutions, and performance across the task order. Coordinate requirements gathering and translate JWAC priorities into actionable work packages, delivery plans, acceptance criteria, and measurable outcomes. Oversee design, development, testing, deployment, documentation, training, sustainment, and continuous improvement of delivered capabilities. Track technical progress and ensure deliverables-including solution design documents, data-flow and security records, FinOps reports, test evidence, operating procedures, user guides, and training materials-are complete, accurate, and delivered on schedule. Monitor program financials, labor utilization, burn rate, funding, invoicing, cost performance, and cost-to-complete projections. Ensure FinOps objectives are incorporated into planning and execution, including cloud cost visibility, workload-level cost analysis, right-sizing, and cost optimization. Manage quality assurance and quality control processes, conduct reviews, track corrective actions, and ensure work products meet contract and Government standards. Prepare and deliver monthly status and financial reports, technical briefings, management reviews, risk reports, staffing updates, and ad hoc reports as required. Establish and lead recurring program meetings; document decisions, actions, owners, due dates, and follow-up status. Identify emerging risks and opportunities, develop mitigation and contingency plans, and escalate issues in a timely manner. Coordinate subcontractor performance, reporting, staffing, deliverables, quality, schedule compliance, and contractual obligations. Support transition, knowledge transfer, analyst training, operational handoff, and long-term sustainment planning. Promote disciplined communication, customer responsiveness, continuous improvement, and a collaborative one-team environment. Requirements Active Top Secret or TS/SCI security clearance. Project Management Professional (PMP), Certified ScrumMaster, SAFe, ITIL, or comparable certification. Experience managing AWS cloud programs involving AWS Glue, Amazon Athena, Amazon Redshift, Amazon SageMaker, Amazon Bedrock, Amazon OpenSearch Service, or related services. Experience with Agile delivery, DevSecOps, infrastructure as code, CI/CD, and automated testing. Experience managing subcontractors and integrated contractor/Government teams.
