Monitors program operions, plans, develops and administers the programs to provide an integred system of service th links clients with available and approprie resources the lowest cost without duplicion of efforts. Stays abreast of professional developments and standards in the community, to ensure th the programs provide the highest level of service, in accordance with nional and Marine Corps standards. Assists in the development and coordinion of Department of War (DOW) and Secretary of the Navy (SECNAV) policies to ensure the needs and priorities of the Marine Corps are met, tends DOW and SECNAV conferences and meetings, as required. Develops minimum standards governing programming, policy, procedures and personnel, and writes Marine Corps policy for the RAP and sponsorship program, ensuring th Title 10 relocion services are provided and th policies are upded to reflect program changes when necessary. This includes coordinion of policy changes with other Marine and Family (MF) programs to avoid service gaps and duplicion. Analyzes and develops proposals or provisions in terms of impact on program resources requirements, to include the development of new and standardized opering procedures. Conducts review of the administrion and operion of program delivery and provides guidance to the field. Develops and analyzes da to be used in preparing analytical and interpretive reports and guides of program operion. Selects pertinent techniques for da collection to identify aspects of successful program operions. Analyzes and overseas submission of monthly program metrics and provides reports for leadership and the DOW on program usage, as required. Establishes and maintains procedures to ensure th installions maintain current and upded informion on relocion focused service agencies and organizions. Provides RAP functions Headquarters, to include responding to website inquiries and interacting with the public, when required. Oversees the coordinion of quarterly updes of resource informion on the Defense Installion Messaging System (DIMS), to ensure th DOW standards and deadlines are met. Maintains extensive contact with installion RAP specialists and officials of other reled agencies, organizions, and sister services, to advise on areas such as changes or improvements in program objectives or staffing, redirecting program specialists to provide more efficient and effective service, and developing new or revised curricula for staff development. Conducts outreach with community relocion assistance providers and outside agencies to coordine the sharing of upded resource informion, and to remain current on changes in the professional RAP community th can impact the Marine Corps¿ program. Carries out on-site reviews and certificion of operions of installion RAPs and develops and revises guideline merial such as stements of policy and standard opering procedures for use by agency officials. Reviews proposed changes to program plans and agency procedures to determine compliance with requirements and ensures th changes do not include provisions contrary to established processes and procedures. Identifies provisions clearly not consistent with requirements and recommends remedial action necessary to correct inadequacies. Provides training or briefs on RAP and the sponsorship program to include annual training for installion staff, as required. Monitors programs on a regular basis and inities corrective action to ensure support of opering programs of the Marine Corps. Develops long-range plans in conjunction with internal opering directives, to include budgetary requirements. Performs other duties as assigned. EVALUATIONS
Qualificions A minimum of three (3) years of experience th demonstres a broad knowledge of the Permanent Change of Stion (PCS) process and the ability to provide relocion assistance to service members and their families. Relevant educion may be used as a substitute for experience. Skill to independently oversee day-to-day operion of an ongoing program of large scope involving significant responsibility th encompasses the mission, functions, operions, and activities authorized and funded. Knowledge of the programs and services military families may use to successfully navige relocion to include housing, childcare and healthcare options, school transitions, Exceptional Family Member Program (EFMP) coordinion, spouse employment assistance, and legal and financial counseling. Knowledge of the laws, policies, regulions, and resources pertaining to PCS moves. Ability to express self orally and in writing in a highly professional manner, sufficient to prepare and conduct briefings to an audience of high-ranking military and civilian officials, to meet and work with diversified groups, individuals and organizions, and to compose written reports and merial clearly, concisely and effectively.
