The scope of integred primary prevention includes domestic violence, suicide prevention, sexual harassment, sexual assault, substance abuse, family and interpersonal violence, equal employee opportunity, workplace violence programs, and others as assigned. In addition, the incumbent is to maintain accountability for the full range of assigned responsibilities associed with the Navy's Fleet and Family Support Program. II. MAJOR DUTIES AND RESPONSIBILITIES A. SUPERVISORY DUTIES 75
% Provides immedie supervisory technical oversight for up to fifteen (15) subordines. Provide direct supervision and directs work to be accomplished by staff. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Organizes, set, and monitors workflow, provides technical and administrive supervision. Plans, assigns, and directs work through direct contact with staff and regularly scheduled meetings. Establishes performance standards for subordines. Addresses potential disciplinary and/or performance issues timely and takes approprie, corrective action(s) as necessary. Conducts annual performance reviews of staff. Participes in recruitment, interviewing, and selection of personnel. Ensures staff receives proper training to fulfill requirements of their positions. B. PROGRAM MANAGEMENT 25
% Conducts analysis of complex functions and work processes of programs and makes recommendions for improvement in the effectiveness of line programs and efficiency of the management of opering programs and work operions. Advises organizional leadership on methods and procedures, management surveys, management reports, and control techniques. Advises organizional leadership on policies, programs and initiives regarding integred primary prevention. Ensures the organizion's stregic plan, mission, vision, and values are communiced and integred into prevention efforts. Recommends resource adjustment or changes to policy and procedures to increase program efficiency. Recommends resolution of forecasted or existing funding shortfalls through pursuit of additional funding or redistribution. Provides technical advice and guidance to stakeholders, as well as analysis of complex legislion, policy, and regulory decisions. Collabores with installion, command, and civilian leaders to ensure compliance to all applicable federal regulions and Congressional legislion. Encourages the establishment of coalitions with stakeholders, internal and external to the Department of Defense on issues reled to the integred prevention methodologies. services homeport. Qualificions Knowledge of personnel policy and practices to handle human resources requirements in a government environment (e.g., recruitment, performance management, evaluion). Knowledge of the primary prevention initiives, policy, resourcing and administrion of service prevention. Knowledge of associed laws, regulions, and policies used by the Department of Defense (DoD), Department of the Navy (DON) and other U.S. government agencies to effectively manage individuals and teams in the workplace. Knowledge of techniques to mentor, motive and coach subordine employees and skill in leadership practices to develop a headquarters staff into a cohesive team committed to quality programs for customers in the field. Knowledge and understanding of the requirements and operions of DoD and DON programs reled to integred primary prevention. Knowledge of prevention services, current prevention and intervention skills, techniques, and theories. Knowledge of Federal and agency regulions and the specific organizion's programs and missions. Knowledge of pertinent laws, regulions and policies reled to the program operions area to consider their impact on programs. Knowledge of qualitive and quantitive techniques for measuring and improving effectiveness, efficiency and productivity of assigned programs. Knowledge of CNIC's EEO policy and procedures. Knowledge of military community support programs. Skills with prevention activities to include suicide prevention, family and interpersonal violence, sexual harassment, sexual assault prevention, substance abuse, health promotion, and others as assigned. Skill in applying a wide range of qualitive and quantitive measures and indicors for the assessment, restructuring and improvement of complex operions. Skill in designing and conducting comprehensive studies and preparing solutions reled to broad operional and contingency issues. Skill in analyzing and interpreting a wide variety of issues and formuling policy or procedural solutions. Ability to independently plan, develop, prioritize and manage continuing projects, operions and programs. Ability to work with service members and military families. Ability to develop concepts in program management and implemention, requirements determinion, policy development and supervisory skills.
