SUMMARY DESCRIPTION

 The Landing Pad Program Specialist is responsible for the day-to-day operational leadership of the Landing Pad, a voluntary short-term transitional housing program operated by Coastal Community Action Program (CCAP) in partnership with the Clark County Jail Programs Unit. The Landing Pad provides immediate safe housing, intensive case coordination, peer support, and community connection for individuals being released from the Clark County Jail who are navigating behavioral health challenges, housing instability, and re-entry barriers. The program operates 24 hours a day, 7 days a week, 365 days a year, and is funded through the Clark County Mental Health Sales Tax. The Program Specialist leads a team of 11 FTE Care Coordinator staff delivering peer-based re-entry and transitional housing services around the clock. This is a working supervisory role that requires strong operational judgment, a commitment to peer-led service models, and the ability to maintain program quality and funder compliance in a 24/7 environment. The Program Specialist works Monday through Friday, 7:30a to 4:30p, and as a salaried position is expected to respond to facility emergencies outside of scheduled hours as needed.

FUNCTIONAL RESPONSIBILITIES

• Oversee daily operations of the Landing Pad including facility readiness, participant safety, shift coverage, and 24/7 program continuity.
• Build and maintain the weekly staff schedule ensuring contractual two-person minimum coverage is met at all times across all three shifts (Day 6a-3p, Swing 2p-11p, Overnight 10p-7a).
• Manage callout coverage by coordinating with Float Care Coordinators first and authorizing overtime only when straight-time options are exhausted.
• Serve as primary emergency backstop for shift coverage gaps, including responding to the facility outside of scheduled hours when no other coverage option is available.
• Ensure intensive case coordination and individualized re-entry planning begins within 24 to 48 hours of each participant's arrival.
• Oversee participant intake, length of stay, and exit planning to meet the program's 14 to 30-day housing model.
• Maintain the working relationship with the Clark County Jail Programs Unit as the sole referral source for the Landing Pad.
• Hire, onboard, supervise, and evaluate all Landing Pad Care Coordinator staff in coordination with CCAP HR.
• Ensure all new hires complete Washington State Patrol background checks prior to starting work per

RCW 43.43.830.

• Provide regular individual supervision, coaching, and performance feedback to all direct reports.
• Coordinate and deliver required staff training including evidence-based re-entry practices, trauma-informed care, peer support, HMIS, and naloxone administration.
• Ensure all contract deliverables are met on time including monthly program reports, HMIS data entry, critical incident reporting, and invoicing support.
• Oversee HMIS data entry compliance, ensuring participant information is entered by the 15th of each month following service.
• Maintain Critical Incident Management process and ensure all incidents are reported to Clark County within one business day with full documentation of circumstances, response, and resolution.

Part 2, background check requirements, drug-free workplace policy, and all applicable CCAP and county policies.

• Serve as primary operational contact with Clark County program staff and respond promptly to county requests and inquiries.
• Coordinate with community service providers to maintain referral pathways for behavioral health, housing, employment, and other services.
• Collect data and prepare monthly progress reports in the format required by Clark County.
• Participate in weekly supervision, as well as all team, department, agency, and county-required meetings.
• Complete all required training and actively engage in a Professional Development Plan.
• Positively represent CCAP in the community, including external meetings and forums.
• Positively contribute to healthy, collaborative department and agency cultures.

MINIMUM QUALIFICATIONS

• BA degree in social work, human services, public health, criminal justice, or a related field. Lived experience with demonstrated success in self-advocacy may substitute for part or all of this requirement.
• Minimum two (2) years of supervisory or program leadership experience in a shelter, transitional housing, re-entry, or behavioral health setting.
• Experience working with justice-involved individuals and/or individuals experiencing behavioral health challenges or housing instability.
• Experience with HMIS or a similar social services data management system.
• Ability to pass and maintain a Washington State Patrol background check per

RCW 43.43.830.

• Current Washington State Driver's License with a clean driving record acceptable to CCAP's insurance carrier.
• Demonstrated ability to manage scheduling, staffing, and operational compliance in a 24/7 program environment.

PREFERRED QUALIFICATIONS

• Lived experience in the justice system — strongly preferred and valued as a leadership asset in this program model.
• Familiarity with Clark County Jail Programs Unit and Clark County social services landscape.
• Experience with funder reporting, contract compliance, and cost reimbursement billing.
• Knowledge of HIPAA and 42 CFR Part 2 confidentiality requirements.
• Certified Peer Counselor (CPC) training or willingness to obtain.
• Naloxone/Narcan certification or willingness to obtain.
• Bilingual — English/Spanish.
• Proficiency in Microsoft Office including Word and Excel.
• Motivational interviewing skills.
• Training in Trauma-Informed Care.
• Other cultural competencies that contribute to the agency's effectiveness in serving diverse populations.

LOCATION/WORKING HOURS

 This is a full-time, salaried exempt position located at the Center for Community Health, Clark County, WA. Standard hours are Monday through Friday, 7:30a to 4:30p, with a one-hour unpaid lunch. As a salaried exempt position, the Program Specialist is expected to respond to facility emergencies outside of scheduled hours as needed. Occasional travel within Clark County for community and funder meetings is expected. This position is subject to pre-employment drug testing.
