2-4 weeks Position Summary The Assistant Program Manager will be committed to helping household achieve energy stability through compassionate service, efficient program administration, and equitable access to energy assistance resources. This role plays a critical part in ensuring vulnerable families receive the support they need. Under the supervision of the Energy Assistance Program Manager and COO, the Assistant Program Manager supports the administration and daily operations of the Wisconsin Home Energy Assistance Program (WHEAP). This position assists in overseeing program activities, ensuring compliance with federal and state regulations, monitoring service delivery, supervising staff, and providing direct support to clients seeking energy assistance services. The Assistant Program Manager works collaboratively with utility providers, community partners, and internal departments to ensure efficient program implementation and exceptional customer service. Essential Duties & Responsibilities Program Operations
  • Assist in the management of daily Energy program operations.
  • Support implementation of program policies and procedures.
  • Monitor application workflow to ensure timely service delivery.
  • Assist with program planning and continuous quality improvement initiatives.
  • Other duties as assigned Client Services
  • Review client applications for completeness and accuracy.
  • Assist household experiencing energy emergencies or utility disconnections.
  • Provide information regarding available energy assistance and weatherization services. Staff Support and Supervision
  • Assist with training, mentoring, and supporting program staff.
  • Provide guidance on eligibility requirements and case management procedures.
  • Monitor staff productivity and service quality.
  • Support employee performance evaluation and development activities.
  • Serve as acting manager in the absence of the Program Manager. Compliance and Quality Assurance
  • Ensure compliance with federal, state and agency regulations.
  • Conduct case file reviews and quality assurance assessments.
  • Monitor documentation standards and record retention requirements.
  • Assist with audits, monitoring visits, and corrective action plans.
  • Maintain client confidentiality in accordance with applicable laws and policies. Reporting and Data Management
  • Maintain accurate client records using agency databases.
  • Generate monthly, quarterly, and annual program reports.
  • Track performance measures and service outcomes.
  • Analyze program data to identify trends and opportunities for improvement.
  • Assist with grant reporting and program documentation requirements. Community Outreach
  • Coordinate and participate in outreach events and community education activities.
  • Develop relationships with community organization and stakeholders.
  • Represent Community Advocates at meetings, workshops, and public events.
  • Promote awareness of Energy Assistance services throughout the service area. Knowledge, Skills & Abilities
  • Understanding of WHEAP, LIHEAP, and relation energy assistance programs preferred.
  • Knowledge of eligibility requirements and income verification procedures preferred.
  • Strong organization and time-management skills.
  • Conflict resolution and problem-solving abilities
  • Experience with report preparation and accurate recordkeeping skills.
  • Microsoft Office Suite (Word, Excel, Outlook, Teams, etc.)
  • Experience working with case management and client information systems preferred.
  • Excellent verbal and written communication skills, including ability to navigate a multicultural environment and to maintain the confidentiality of written or verbal information.
  • Flexibility to work some evening or Saturday hours. Education & Experience Requirements
  • Associate degree in Human Services, Social Work, Public Administration, Business Administration, or a related field required.
  • Bachelor's degree preferred.
  • Minimum of two (2) years of experience in energy assistance, social services, case management, or a related field.
  • Experience working with low-income and vulnerable populations.
  • Experience with eligibility determination and public assistance programs preferred.
  • Previous supervisory or leadership experience preferred.
  • At least 5 years' experience that demonstrates the skills, knowledge, and abilities to perform the above-listed job duties, or an equivalent combination of education and experience.
  • Must possess a valid driver's license and reliable transportation.
Physical Requirements The position requires driving, navigating stairs, bending, stooping and infrequent lifting up to 25 Lbs. Work Schedule Requirements This role operates Monday-Friday, 9am-5pm, with requirement to work some evenings and weekends Compensation Range $55,000-$65,000 per year paid on a bi-weekly basis as earned The physical demands described here are representative of those that must be met by an employee to successfully perform the essential job duties: the employee is regularly required to sit, talk on the phone, and enter data into a computer.
