Job Description

Job Title:
Program Manager Position Summary:
The Program Manager is responsible for the administration or support of economic development programs. A primary focus will be the administration of business and housing financing programs and other capital access initiatives. The position will also support innovation and workforce development initiatives through collaboration with industry partners. The role combines financial program management, stakeholder engagement, and program development to advance the economic strength of the region. The ideal candidate has an understanding of lending programs, program development, and/or business consulting.
Key Responsibilities:
Access to Capital Program Management Administer business and housing revolving loan fund (RLF) programs according to organizational manuals and funding requirements. Complete funding analysis, evaluate loan applications for eligibility and prepare underwriting documents. Lead the associated committees in reviewing and approving funding requests. Coordinate with administrative staff on debt servicing and documentation. Maintain data and submit required reports to stakeholders. Business Support Connect businesses with appropriate financing tools, grants, and technical assistance through partnerships with lenders, public agencies, and foundations. Coordinate with lenders, municipalities, and financial institutions to structure financing packages. Guide entrepreneurs and business owners through capital-readiness strategies and funding opportunities. Advocate for improved access to capital for underserved and emerging sectors. Housing Development Support Support housing developers and community partners in accessing financing resources and incentive programs. Assist in the deployment and management of housing focused RLF. Analyze housing development projects and assess financing needs. Support fundraising to increase housing support through the private sector. Innovation and Workforce Development Partnership Programs Coordinate innovation, entrepreneurship, and commercialization programs in partnership with local higher education institutions and partners. Facilitate collaboration and coordination among ecosystem partners to improve navigation and access to resources. Research and complete grant applications for workforce or innovation-focused programming. Recruit participants, investors, and partners and track program outcomes.
Preferred Qualifications:
Bachelor's degree in Finance, Economic Development, Urban Planning, Business, Public Administration, or related field. 1-3+ years of experience in finance, economic or community development, business development, or local government. Ability to analyze financial statements, business plans, and development pro formas. Experience with lending or revolving loan funds is highly desirable. Familiarity with Wisconsin's economic and housing development ecosystem (e.g., WEDC, WHEDA, etc.). Strong written and verbal communication skills; ability to work across sectors and communicate with diverse audiences. Experience with CRM, Microsoft Office, and data tools preferred.
Work Environment:
Based in Oshkosh, WI with regional travel required. Primarily office-based; business hours with flexible scheduling. Some evening meetings required.
Reports To:
President & CEO Starting Salary Range:
$55,000 - $65,000 annually, commensurate with experience. Includes benefits package and professional development support.

Pay:
$55,000.00 - $65,000.00 per year
