Job Description
About the Role We are seeking a strategic, mission-driven leader to serve as our Director of Program Access & Reporting. Reporting to the CEO and serving on the executive leadership team, this role oversees intake, eligibility, reporting, compliance, and performance management functions for the Wisconsin Home Energy Assistance Program (WHEAP) and Weatherization Assistance Program. The Director helps ensure equitable access to services, regulatory compliance, operational excellence, and data-driven decision-making that advances our mission and strengthens community impact across the Eastern Wisconsin counties of Door, Kewaunee, Brown, Manitowoc, Sheboygan, Ozaukee, and Milwaukee. Help maximize the impact of public and grant-funded resources. Key Responsibilities Leadership & Operations Lead intake, eligibility, reporting, and operational support functions. Supervise, mentor, and develop managers and staff while fostering a culture of accountability and collaboration. Participate in strategic planning, budgeting, and organizational initiatives. Program Access & Eligibility Oversee eligibility and intake operations for WHEAP and Weatherization programs. Ensure accurate and timely eligibility determinations and quality customer service. Improve policies, procedures, and workflows to increase efficiency and reduce barriers to service. Reporting & Performance Management Manage reporting systems and performance measurement processes. Ensure timely, accurate submission of required reports and compliance documentation. Analyze program outcomes and operational metrics to drive continuous improvement. Compliance & Quality Assurance Ensure compliance with federal, state, contractual, and agency requirements. Coordinate audits, monitoring activities, and program reviews. Maintain quality assurance processes and safeguard confidential information. Community & Stakeholder Engagement Build and maintain strong relationships with funding agencies, community partners, and stakeholders. Represent the agency at meetings, conferences, trainings, and public events. Support outreach efforts that increase awareness and utilization of agency services. Required Qualifications Five (5) years of progressive management experience in human services, energy assistance, community action, or a related field. Three (3) years of supervisory experience. Experience with reporting systems, performance measurement, data analysis, and database management. Exceptional leadership, organizational, and communication skills. Ability to interpret regulations, contracts, and funding requirements. Preferred Qualifications Bachelor's degree in Business Administration, Public Administration, Nonprofit Management, Human Services, Community Development, or a related field; equivalent experience considered. Experience managing compliance-driven, publicly funded programs. Experience with WHEAP, Weatherization, or Community Action programs. Additional Requirements Valid Wisconsin Driver's License and good driving record. Reliable transportation and proof of insurance.
