$160,000.00 - $167,000.00 annually Position Summary The Project Manager (Portfolio Scheduling Specialist) is a specialized, high-impact role responsible for the lifecycle management, integration, and integrity of the master schedule portfolio across multiple high-voltage (HV) and extra-high-voltage (EHV) transmission, substation, switchyard, civil utility, and hydroelectric construction and maintenance projects. While designated with Project Manager status, this position primarily serves as the lead controls and scheduling authority. Operating as a critical peer and partner to the execution Project Managers and the Workload/Workforce Manager, this role ensures all schedule logic, resource loading, critical paths, and project baselines comply with WAPA standards. The selected candidate acts as the central hub for schedule integration, utilizing industry-standard software (e.g., MS Project) to provide predictive analyses, risk mitigation strategies, and resource demand modeling. Core Duties & Responsibilities 1. Schedule Portfolio Management & Baseline Integration
- Integrated Master Schedule (IMS)
Leadership :
Lead the design, development, and maintenance of comprehensive, logic-driven project schedules from project initiation through the establishment of the Performance Measurement Baseline and final project closeout.
PM Collaboration :
Partner closely with execution Project Managers, Engineers, Construction Supervisors, and Contractors to define project scope and translate complex engineering designs into structured Work Breakdown Structures (WBS) and Activity Codes.
Logic & Constraint Enforcement :
Incorporate milestones, activities, dependencies, and constraints into advanced scheduling logic. Ensure schedules maintain vertical and horizontal integration, eliminating artificial constraints or inappropriate lags.
Cost & Resource Loading :
Integrate labor, equipment, materials, and cost-loading data into project schedules to synchronize the schedule baseline directly with cost budgets. 2. Schedule Maintenance, Diagnostics, & Critical Path Analysis
Continuous Updates :
Maintain and update schedules dynamically based on field progress reports, contractor updates, and approved change orders.
- Critical Path Method (CPM)
Oversight :
Perform deep-dive critical path and near-critical path analyses across the portfolio to detect potential bottlenecks, negative float, or logical disconnects.
Schedule Diagnostics :
Apply rigorous schedule quality metrics to verify the logical health of the IMS.
Scenario Modeling :
Perform advanced impact and delay analyses, modeling proposed scope changes, supply chain delays, and weather impacts. Develop recovery schedules and schedule acceleration options. 3. Strategic Workforce & Workload Alignment
Workforce Planning :
Serve as the primary operational liaison between project-level scheduling and the organizational Workload/Workforce Manager and/or the field maintenance manager(s).
Resource Demand Translation :
Translate active project schedules into time-phased labor hours categorized by craft/discipline (e.g., linemen, substation electricians, engineers, PMs) to support long-range organizational forecasting (0-6 months, 6-24 months, and 2-5+ years).
Capacity Bottleneck Identification :
Identify schedule-driven resource overallocations or shortages and coordinate with Project Managers to level resources or adjust logic. 4. Risk Management, EVMS, & Performance Reporting
- Earned Value Management System (EVMS) : Integrate schedule metrics with EVMS principles (where applicable under
DOE O 413.3B
), interpreting Schedule Variance (SV) and Schedule Performance Index (SPI) in conjunction with critical path progress.
- Schedule Risk Assessments (SRA) : Facilitate schedule risk reviews to identify, assess, and document risk events and their potential impacts on milestone completion dates.
Executive Performance Reporting :
Compile, analyze, and present schedule-centric dashboards and reports (including Gantt charts, Milestone Trend Analyses, Resource Histograms, and Variance Narratives) to WAPA leadership, federal Construction Managers, and external stakeholders. 5. Contract, Compliance, & Project Closeout Support
Contract Integration :
Coordinate with contractors and subcontractors to ensure their detailed schedules are systematically integrated into the master project schedule.
PWS & SOW
Support :
Support PMs and contracting personnel in drafting scheduling specifications, review criteria, and milestones for inclusion in Performance Work Statements (PWS) and Statements of Work (SOW).
Closeout Documentation :
Assist in managing the project closeout process by compiling schedule performance histories, assessing actual versus planned durations, and documenting scheduling lessons learned. Required Qualifications
Education :
Bachelor's degree in Engineering, Construction Management, Project Management, Business Administration, or a closely related technical field (or equivalent professional experience).
Professional Experience :
- Minimum of 5-8 years of experience in project management, project controls, or scheduling within heavy civil, industrial, transmission, electrical utility, or federal infrastructure environments.
- Proven experience managing or scheduling high-voltage (HV) electrical substation, switchyard, or transmission line projects.
Technical Expertise :
- Expert-level proficiency with Primavera P6 (EPPM/PPM) and/or Microsoft Project.
- Strong mastery of Critical Path Method (CPM) methodology, schedule logic, and resource-loading structures.
- High proficiency in Microsoft Excel (advanced data modeling, pivot tables) and PowerPoint.
Soft Skills :
Exceptionally strong communication, facilitation, and peer-influence skills. Must possess the ability to negotiate consensus and maintain schedule accountability with senior technical and management stakeholders without direct line authority. Preferred Qualifications

Standards Familiarity :
- In-depth knowledge of DOE Order 413.3B capital asset acquisition project controls and reporting.
- Strong familiarity with EIA-748 Earned Value Management System (EVMS) guidelines.
Industry Context :
