Job Description

Lead and coordinate a variety of projects such as capital, improvement, housing, or other departmental initiatives from planning through completion to support the city's operational and community goals.   • Lead and coordinate projects from kickoff to completion
  • Develop scopes, schedules, budgets, and cost estimates
  • Review plans, proposals, and technical documents
  • Manage consultants, contractors, and project teams
  • Prepare RFPs, RFQs, reports, and recommendations
  • Analyze data, solve issues, and keep projects on track
  • Collaborate with departments, agencies, and stakeholders
  • Monitor timelines, costs, and overall project performance
  • Communicate project updates clearly to staff and the community

Explore the job specification for additional position details. The current vacancies exist in the Capital Projects and Transportation Departments. However, this classification also exists in the departments of Public Works, Planning & Development, Public Utilities, and Airports. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period at the City's discretion. Should the competitive process be suspended for this recruitment, the eligibility list may be limited to three (3) months. The Requirements Possession of a bachelor's degree from an accredited college or university in finance, real estate, business administration, public administration, engineering, urban planning, transportation planning, construction management, economics, architecture, or a related field. AND Two (2) years of project management experience in one or more of the following areas: real estate development, fixed asset capital financing, governmental planning, transportation planning, accessibility planning, redevelopment, economic development, construction management, inspection, permits/plan check, engineering, public utilities projects administration or a related field. Additional qualifying experience may be substituted for the required education on a year-for-year basis. Additional Requirements Possession of a valid California Driver's License may be required at time of appointment. Within five (5) years of appointment, incumbents must obtain a Project Management Professional (PMP) certification through the Project Management Institute and shall maintain this certification throughout employment in the classification. Failure to obtain the required certification within the specified time period and maintain for the entire term of employment in this classification shall be cause for termination. Recruitment may be limited to a specific area of expertise as required by operational needs. The selected eligible candidates certified will be required to successfully pass a Department interview and a Department of Justice fingerprint prior to employment with the City of Fresno, and sign a confidentiality agreement. If hired with the Airport you must clear Airports TSA fingerprinting and extensive investigative background. The Selection Process The selection process may consist of the following:

Qualifying Only:
Applications submitted will be reviewed and a limited number of the most qualified candidates may be invited for a panel interview. The selection will be based upon those applications and resumes which demonstrate the greatest breadth and depth of applicable education, experience, skills and training appropriate to the desired assignment. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for a proper evaluation.
NOTE FOR REQUIRED ACTION
Upon final review of applications, only the most qualified will receive a request for Exam Reservation. Those who do not respond to the request by the set cutoff date will not be scheduled for the Oral Examination. Subsequently, the next most qualified applicant will be invited for the Oral Examination. Therefore, it is your responsibility to ensure you are checking your email frequently so that you can receive and respond timely.
ORAL EXAMINATION - 100
%: A panel of subject matter experts will conduct a job-related panel interview to evaluate each candidate's training, experience and personal traits for the position. Candidates must achieve a passing score to qualify for the eligible list. The panel interview has been tentatively scheduled for the week of June 22nd, 2026. Veteran's Preference If an examination is conducted for a position within the classified service, qualified veterans who pass the examination will have five (5) points added to their final score. Candidates must submit a copy of their DD214 Member 4 form or electronic copy indicating honorable discharge with each application prior to the filing deadline.
