Elkhart Housing Authority - Elkhart, IN Full-Time | Administration Department | Reports to Deputy Director Are you an organized, solutions-focused professional who enjoys improving processes, coordinating projects, and keeping an organization running efficiently? The Elkhart Housing Authority (EHA) is seeking an experienced Operations Manager to join our leadership team. This position is ideal for someone who can manage multiple priorities, work across departments, coordinate vendors and contracts, and turn operational needs into effective processes and solutions. The Operations Manager provides leadership and oversight for EHA's administrative and operational functions, supporting efficient operations, regulatory compliance, fiscal responsibility, and a safe and professional workplace. Operations Manager What You'll Do As Operations Manager, you will: Coordinate daily administrative and operational workflows across the agency. Identify opportunities to improve processes, efficiency, internal controls, communication, and service delivery. Oversee office and facility operations, including building access, security systems, equipment, space planning, and facility vendors. Coordinate Information Technology operations with staff and service providers, including equipment, telecommunications, cybersecurity coordination, systems, and employee technology access. Develop and maintain operational policies and procedures in collaboration with Human Resources and other departments. Oversee EHA's Section 3 program , including compliance, contractor coordination, recordkeeping, reporting, and implementation. Coordinate procurement activities, including RFPs, RFQs, bids, vendor evaluation, and contract administration. Maintain contracts, service agreements, renewal schedules, vendor records, and Certificates of Insurance. Coordinate insurance renewals and assist with claims and organizational risk management. Lead the agency's Safety Committee and coordinate workplace safety, corrective actions, training, and emergency preparedness. Monitor vendor and contractor performance. Assist with operational, technology, facility, insurance, and contract budgets. Support special projects and organizational initiatives. The position has significant responsibility for procurement, contracts, Section 3, insurance, safety, IT coordination, and vendor management. Operations Manager What We're Looking For Minimum Qualifications Bachelor's degree in Business Administration, Public Administration, Management, Organizational Leadership, or a related field. Approximately 5 years of progressively responsible experience in operations, administration, project management, procurement, compliance, or a related area. Experience coordinating multiple projects, vendors, contracts, and organizational priorities. Strong organizational, leadership, project-management, and problem-solving skills. Strong written and verbal communication skills. Ability to establish priorities and manage multiple deadlines. Ability to interpret and apply policies, contracts, procedures, and regulatory requirements. Proficiency with Microsoft 365 and ability to learn and administer organizational software systems. Ability to maintain confidentiality and handle sensitive organizational information. An equivalent combination of education, training, and experience may also be considered. Operations Manager Preferred Experience We're especially interested in candidates with experience in one or more of the following areas: Government, public housing, nonprofit, or another regulated environment. HUD programs or Section 3 requirements. Procurement and contract administration. Vendor and contractor management. Insurance and risk management. Facilities management. Workplace safety. Information Technology coordination. Supervisory or leadership responsibilities. Developing organizational policies and procedures. You should be comfortable moving between strategic projects and day-to-day operational needs, communicating with leadership, employees, contractors, vendors, Board members, and community partners.
