Job Description

The Capital Project Manager assists in coordinating a comprehensive program of design, renovation and construction of municipal buildings; performs technical and administrative work in connection with managing, facilitating, and coordinates all aspects of the building process for new design, construction and renovation projects, in cooperation with user agencies and the Building and Other Facilities Planning and Construction Committee ("PCC"). Acts in the place of the Director in their absence The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. Assists in the development and updating of long-range plans and feasibility studies for municipal construction and renovation projects, collaborating with stakeholders to develop project scope, cost estimates, and schedules. Procures services in conjunction with appropriate colleagues, the Law Department, and user agencies, coordinating the preparation of legal and Central Registry notices, and representing the Town in obtaining all permits and required local, state and/or federal approvals for assigned projects. Oversees, coordinates, schedules, and directs, as required, the work of Town design consultants and contractors, working to resolve any issues between consultants and contractors, users, and Town departments as they occur including but not limited to negotiation of fees, change orders and other matters, subject to PCC and Central Maintenance concurrence. Reviews Requests for Proposals, Requests for Qualifications, consultant agreements and construction contracts; coordinates information requirements, schedules, and deadlines regarding assigned projects; and answers questions relative to project status. Provides input into the design process, as necessary, to protect the best interests of the Town. Assists in maintaining project budgets for all assigned projects, and coordinates and processes all disbursements in coordination with department staff. Prepares regular project reports for PCC, Town use or for regulatory agencies. Acts as project manager for feasibility, design, and construction projects as assigned including conferring on behalf of the Town with architects and contractors at intervals and on occasions appropriate to the stage of construction or renovation; observing the quality of the work and determining if the work is proceeding in accordance with the contract documents; and monitoring the construction schedule, reporting to the PCC and architect conditions which may affect cost or delay completion. Acts as a liaison between the PCC and user departments and committees and the Central Maintenance Director. Acts as the Owner's Project Manager (OPM) for specific municipal and school projects in accordance with guidelines set forth by MGL c 149, paragraph 44A ½ and the Massachusetts School Building Authority (MSBA). Prepares applications and related materials and coordinates all aspects of State and/or Federal financial assistance programs. Maintains departmental and project files, prepares PCC meeting agendas for designated projects and schedules attendees; responds to inquiries from contractors, users, staff, and the public over the telephone, virtual meetings, in person and through correspondence. Assists with the review of assigned project budgets, monitors monthly budget expenditures for potential deficits or cost overruns. Attends training seminars for the purposes of continuing education to maintain required professional certifications and/ or licenses and disseminate occupational best practices to division personnel. Attends meetings of the PCC and other boards and commissions when applicable to provide information and technical expertise; serves on relevant boards and committees as assigned. Performs related project duties as assigned. Follow safe work practices.
Minimum Qualifications:
Obtain and maintain a Massachusetts Certified Public Purchasing Official (MCPPO) certification with the inclusion of Design and Construction contracting. Candidates must be able to obtain and maintain OSHA-10 certification for construction. Professional registration as an Architect or Professional Engineer in Massachusetts is preferred. Experience with Massachusetts School Building Authority (MSBA) projects is preferred. Registered in LEED, CHIPS or PHIUS is preferred. Valid driver's license.
Education and Experience:
Duties require seven (7) to ten (10) years of relevant professional experience in building design, construction, construction management or a related field. Bachelor's degree in architecture , engineering, and/or technical degree in a directly related field.
Special Requirements:

Knowledge, Abilities and Skill Knowledge:

Abilities:
Establish personal standards of work performance within broad framework of policy and objectives set forth by the Central Maintenance Director, PCC and the Mayor, consulting with the Director on major policy issues, project milestones and concerns, legal matters, and disputes. Assist the project staff in resolving scope problems with designers, contractors, subcontractors, town management and boards and committees as needed. Multitask. Work independently. Analyze problems and make sound decisions in a timely manner based on objectives, risks implications and cost. Present information clearly in both meeting and one-on-one settings. Prioritize and complete projects meeting stated deadlines.
Skills:
Proficiency in computer skills to include various types of software, Google Suite and spreadsheet capabilities are required. Organizational expertise. Effective time management. Written and oral communication. Project scheduling software is preferred.
