The Position:

This position is awaiting contract award. We are seeking a high-caliber Senior Program / Project / Management Analyst designated as Key Personnel to drive strategic program analysis, modification tracking, and operational planning for the H-53 variants program at NAS Patuxent River . In this critical role, you will lead the management and oversight of aircraft retrofits and fleet modifications. You will apply advanced analytical techniques to evaluate program objectives, analyze complex contract mechanisms, and manage technical data workflows to directly preserve and upgrade the heavy-lift capabilities of naval aviation assets.

Responsibilities:

Manage, review, and track the end-to-end lifecycle of Engineering Change Proposals (ECPs), Technical Directives (TDs), and other critical program documentation associated with the modification and retrofit of Fleet aircraft. Analyze, monitor, and maintain Integrated Master Plans (IMP) and Integrated Master Schedules (IMS) to identify critical path constraints and keep retrofit milestones aligned with fleet deployment schedules. Apply advanced business case analysis and development techniques to evaluate program requirements, while leveraging a comprehensive understanding of DoD contract structures to assess execution risks. Apply qualitative and quantitative analytic techniques to evaluate high-level project objectives, budgets, and technical requirements across aircraft acquisition and sustainment lifecycles. Enforce and optimize government-instituted processes for configuration change control management, official milestone documentation routing, and secure technical data management lifecycle procedures. Collect, organize, and interpret multi-faceted dataset streams to author executive summaries, technical point papers, and programmatic briefs for senior military and civilian stakeholders.

Qualifications:

Must possess or be able to obtain a Department of Defense (DoD) Secret Security Clearance to access the airfield and military installation. Master of Arts (MA) or Master of Science (MS) degree from an accredited institution. Over 10 years of progressive experience in program analysis, defense acquisition, or project management performing the functional duties described above. Elite technical writing capabilities, high proficiency with project management and data toolsets (e.g., MS Project, Excel), and the professional presence required to collaborate comfortably across engineering, logistics, and contracting teams.

Desired Domain & Technical Expertise:

5+ years of demonstrated combined experience in DoD program management specifically focused on aircraft retrofits and modifications. Advanced-level proficiency and understanding of DoD contracts, Integrated Master Plans (IMPs), Integrated Master Schedules (IMSs), and business case analysis/development. Proven, hands-on experience managing, reviewing, and tracking ECPs and TDs within a military aircraft program structure.
