Job Description
The position is established to ensure high quality review and professional management oversight occurs on all projects from the department.
The position is responsible for the comprehensive management of projects, including budget control, quality assurance, timely completion, efficient integration, communication, and administration of the projects' planning, design, and construction processes. This position will also support the planning for Vital Streets and sidewalks including overseeing community engagement during the planning phase to define scope prior to design. A significant objective for the position is to achieve continuous improvement in engineering services and customer service levels for the clients related to the projects. General duties will also involve direct supervision of subordinate professional and paraprofessional permanent, interim and seasonal staff, and outside consultants. This position will report to the Assistant City Engineers and to the City Engineer as required.
ESSENTIAL DUTIES & RESPONSIBILITIES
Theintentofthisjobdescriptionistoprovidearepresentativesummaryofthemajordutiesandresponsibilities performedbyemployeesinthisjob.Employeesmayberequestedtoperformjob-relatedtasksotherthanthose specifically presented in this description Executes an administrative process involving initial and check point follow up meetings with project owners (departments/other public entities) to ensure clear communication and understanding of client needs and expectations for projects are met, as well as effectively addressing comments and questions Communicates internally and externally to keep client departments, community partners, and citizens informed of project scope, schedule, budget, and risk working to mitigate unplanned interruptions. Provides supervision of assistants and subordinate staff; manages the activities of the professional and support staff assigned to the project team; handles employee personnel issues (counseling, disciplinary, complaint issues) which may arise. Facilitates meetings as necessary at every level to communicate the project requirements of both design and construction engineering services provided by the department; develops project agreements and proposals as needed with support from staff. Establishes a quality assurance plan for each project and develops a project budget, staffing requirements, scope and schedule; monitors and evaluates project metrics to ensure requirements will be met upon project completion. Coordinates and manages the project bidding and negotiation process; works with outside consultants, contractors, and suppliers for engineering services to ensure construction timelines and financial commitments are met. Monitors project schedules and budgets; makes recommendations for corrective steps to address issues; assists with resolving problems which may adversely affect either a project schedule or budget goal as they arise. Coordinates the collection of all data pertinent to projects, including surveys, codes, soil reports, and other required information. Conducts and evaluates the development of schematics, design development, final design, and construction documents in the production of working drawings; conducts progress reviews during production of reports and construction documents to ensure a quality project; coordinates and schedules advisory meetings and quality control reviews as needed. Manages the selection of outside consultants and coordinates their work with department service needs. Manages the bidding and contractor selection process for projects. Establishes and implements an integrated process for execution of the projects; includes oversight for the efficient and effective development of schematics, preliminary, and final design development of projects with the construction plan design. Completes and maintains all project documentation for records. Required Education and Experience Possession of a bachelor's degree Civil Engineering

- A minimum of 10 years' experience in the field of civil engineering and a minimum of 5 years performing duties as a Project Manager

- Professional development training/classes in Project Management or Administrative Supervision
- -OR•An equivalent combination of training and experience Required Licenses or Certifications Must be a Registered Engineer in the
State of Michigan Knowledge of:
