This is a hands-on, client-facing role combining project management, research and analysis, executive-level writing, and business development. The successful candidate will manage projects from kickoff through final delivery, coordinate multidisciplinary teams, conduct rigorous research, and develop high-quality deliverables for government and healthcare clients. Key Responsibilities Project & Client Management Own day-to-day execution of assigned public health, behavioral health, population health, and healthcare engagements. Translate contracts and scopes of work into clear workplans, milestones, deliverables, owners, budgets, and deadlines. Develop and maintain project schedules, Gantt charts, milestone trackers, risk logs, and action-item trackers. Monitor project progress, budgets, resources, contractual commitments, and delivery risks. Serve as a primary point of contact for state agencies and other clients, providing clear and timely communication. Lead client meetings, working sessions, and project reviews; prepare agendas, presentations, minutes, and follow-up actions. Coordinate subject matter experts, researchers, trainers, consultants, and subcontractors. Manage multiple concurrent projects while maintaining strong execution and attention to detail. Research & Analysis Conduct qualitative and quantitative research across population health, behavioral health, public health, healthcare delivery, emergency preparedness, health policy, and workforce development. Perform literature reviews, environmental scans, benchmarking, policy research, needs assessments, gap analyses, and secondary data analysis. Support program evaluation and performance measurement activities. Analyze and synthesize complex information into clear findings, conclusions, and actionable recommendations. Maintain high standards for source quality, factual accuracy, and analytical rigor. Writing & Deliverables Draft, edit, and quality-check client-facing materials, including research reports, executive summaries, program assessments, training curricula, implementation plans, presentations, proposals, RFP responses, and statements of work. Translate complex technical, clinical, policy, and program information into clear, concise, executive-ready communication. Work with subject matter experts to integrate technical input into cohesive, polished deliverables. Take ownership of the accuracy, quality, structure, and professional presentation of final work products. Business Development Support SARGAD's continued growth with state agencies, healthcare organizations, and public-sector clients. Research government solicitations, funding opportunities, prospective clients, and emerging healthcare priorities. Review RFPs/RFQs and contribute to proposal strategy, technical narratives, workplans, staffing approaches, and implementation methodologies. Coordinate proposal inputs from internal teams, subject matter experts, and external partners. Qualifications Required Master of Public Health (MPH) or closely related graduate degree. Strong background in population health, behavioral health, public health, healthcare administration, epidemiology, health policy, or a related field. Demonstrated project or program management experience involving multiple stakeholders, deliverables, and deadlines. Exceptional research, analytical, professional writing, and editing skills. Ability to independently structure assignments and produce executive-ready deliverables. Strong verbal communication and ability to work directly with senior government and healthcare stakeholders. Excellent organization, attention to detail, ownership, and follow-through. Ability to manage multiple priorities in a fast-paced, deadline-driven environment. Advanced proficiency with Microsoft PowerPoint, Excel, Word, Outlook, and Teams. Experience with project scheduling tools such as Microsoft Project, Smartsheet, or equivalent. Preferred Experience working with state government, public health or behavioral health agencies, Medicaid programs, or healthcare organizations. Experience managing government-funded or contract-based programs. Experience with program evaluation, needs assessments, policy research, or public health research. Experience interpreting government RFPs, contracts, and scopes of work and developing competitive proposals.
