Job Description
The City of Hamilton is an

Minorities and women are encouraged to apply. The Project Manager directs and manages project development from beginning to end. Project management work involves planning, executing, and finalizing projects according to strict deadlines and within budget. The nature of this work requires a global, strategic understanding of city agencies, policies, standards, and systems. Work is performed under the supervision of executive management, but extensive leeway is granted in exercising independent judgment. Supervision may be exercised over professional, technical, or clerical personnel assigned to the project. Essential Job Functions Manages and directs complex projects by assigning work, forecasting and maintaining timelines and parameters, reviewing and approving plans and documents, devising solutions to problems, deploying resources, ensuring projects are completed efficiently, studying and approving agreements, disbursing payments, conducting and attending meetings with associated parties. Prepares forecasts of needed funds, assists in the development and implementation of budgets, monitors project budgets, may authorize expenditures and budget allocations, reviews budget documents, and prepares reports and communications. Coordinate with project stakeholders, develops project goals and objectives, evaluated project success and regulatory compliance, and makes presentations. Performs administrative duties by preparing and reviewing reports, correspondence, and bids. Researches and analyzes information such as cost-benefit studies. Develops communication plan and related project status reports for key stakeholders and provides updates on project activities and information on risk management strategies Prepares and monitors the budget for project planning, design, regulatory, and construction phases. Assumes functional responsibility over personnel assigned to project task efforts, delegates tasks and responsibilities to appropriate personnel. Performs related work as required. Skills/Knowledges/Abilities Knowledge of methods, principles, and tools for managing projects. Knowledge of planning, coordinating, and execution of business functions, resource allocation, and production. Knowledge of supervisory theories sufficient to be able to perform a variety of lead work functions. Working knowledge of spreadsheets, database, and word processing applications. Ability to analyze technical or administrative problems, develop solutions, and prepare and administer recommendations. Ability to conduct independent research. Ability to plan, organize, and coordinate projects, programs, and personnel. Ability to perform work with speed, accuracy, and attention to detail. Strong problem solving, analytic, and decision making skills. Able to effectively manage time and prioritize projects in order to meet established deadlines. Outstanding written and verbal communications skills. Ability to handle confidential information with tact and discretion. Training/Education/Qualifications Minimum Qualifications Graduation from a college or university of recognized standing with a Bachelor's Degree in Civil Engineering or related field; and One (1) year of Project Management or related experience; and Valid driver's license (will be verified for finalists). Preferred Qualifications More than three (3) years of Project Management or related experience. The medical plan is a High Deductible Health Plan (HDHP) with a Health Savings Account (HSA) to help cover eligible healthcare expenses. Health insurance coverage begins on your date of hire. Holidays For many employee groups, the City provides 17 days (136 hours/year) of paid holiday leave.These include:
New Year's Day, Martin Luther King Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and the Friday after, Christmas Eve Day, Christmas Day and New Year's Eve. Life Insurance After six months of employment, employees are eligible for $10,000 coverage under our group life insurance policy. Additional coverage up to the employee's annual salary ($40,000 maximum) may be purchased. Upon retirement this coverage will be reduced to $4,000. The premiums will be paid by the City. Voluntary Supplemental Benefits Life insurance (term and whole life), critical illness/cancer, accident, short / long term disability insurance Deferred Compensation Plan This plan allows employees to build a financial reserve for retirement by using pre-tax, payroll deducted contributions. This money is held and invested by the plan's trustees in options selected by the employee. Risk levels vary depending on the options chosen. Participation is voluntary. Retirement Plans The Ohio Public Employees Retirement System (OPERS) and the Police and Fire Disability and Pension Fund (PFDPF) are the two plans available to City employees. Both are established by Ohio law and participation is required. Both the employee and the City of Hamilton contribute a percentage (pre-tax) into the system. Members do not pay into the Federal Social Security System. Employees and the City also contribute to Medicare.EMPLOYEES WHO ARE COVERED BY A COLLECTIVE BARGAINING AGREEMENT
