Job Description
About the Northwest Portland Area Indian Health Board (NPAIHB) The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities. To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or "the Board") in 1972. Guided by a vision of "Health and Wellness for the Seventh Generation," NPAIHB is a 501(c)3 designated (non-profit) organization and Tribal organization, P.L. 93-638, under the Indian Self-Determination and Education Assistance Act (ISDEAA) serving the 43 federally recognized Tribes in the states of Idaho, Oregon, and Washington (Northwest Tribes). Tribes become voting members of the Board through resolutions passed by their governing body. Each member Tribe designates a delegate to serve on the NPAIHB Board of Directors. Led by our Board of Directors, NPAIHB's mission is to "eliminate health disparities and improve the quality of life of American Indians and Alaska Natives by supporting Northwest Tribes in their delivery of culturally appropriate, high-quality health programs and services." Position Summary The Cancer Project Coordinator is responsible for coordinating and supporting the activities of NPAIHB's Northwest Tribal Comprehensive Cancer Project (NTCCP), including the NTCCP workplan, NTCCP coalition, and assisting NPAIHB member tribes with cancer control activities, with the goal of reducing cancer burdens for American Indian and Alaska Native people in the Northwest (OR, WA, and ID) through improved access to prevention, early detection, treatment, and survivor support. The Cancer Project Coordinator reports to the Cancer & Tobacco Projects Director, and is part of a team of three (3) public health professionals, along with the Cancer Project Manager. This scope of work is housed within the NW Tribal Epidemiology Center ("NWTEC" or "EpiCenter") Division. This position is based at NPAIHB's offices in Portland, Oregon. Local travel and/or overnight travel outside of the area is required approximately 15% of the time. Essential Functions Cancer Project Coordinator Functions- Provides NTCCP support in alignment with the NPAIHB Strategic Plan
- Supports the delivery of NTCCP's Cancer Coalition development and implementation for the NW Tribal Epidemiology Center, and for NPAIHB programs, including the NTCCP, and the CDC grant, along with future projects and services
- Participates in and supports all NPAIHB's NTCCP related grant meetings and program discussions
- Supports the NPAIHB's NTCCP 20-Year Plan, health education materials, website, and other media development, in collaboration with other NPAIHB staff, Tribal partners, and consultants
- Coordinates NTCCP coalition meetings, training, communications, and conferences involving Tribal partners, stakeholders, and partners both virtually and in person
- Provides technical assistance to NTCCP coalition, including sharing program information, education, prevention, screening, treatment, and survivorship data and resources with Tribal and coalition partners
- Supports Tribal requests for in-person event support, trainings, or other cancer focused activities
- Maintains and distributes education materials with coalition members, partners, staff, and other CDC-funded cancer programs
- Carries out updated NTCCP priorities throughout the year, as directed by Northwest Tribes, and through the NPAIHB Strategic Planning process and/or annual federal and state policy priorities
- Works closely with supervisor to support the identification of Northwest, federal, and state policy priorities related to NTCCP Administrative and Reporting Functions
- Works closely with the Cancer Project Manager and NTCCP Director to establish program goals and deliverables, work plans, and timelines
- Supports the preparation of all required project reports within the NTCCP
- Engages staff in the collection of pertinent data to meet reporting requirements
- Maintains well-organized filing systems for all NTCCP related required documentation and supporting records (both electronic and hard copy) in compliance with both NPAIHB and funding agency requirements, including securely archiving files as appropriate
- Submits a Monthly Activity Report (MAR) to the Cancer & Tobacco Projects Director at the end of each month, and any additional reports required to track project activities as needed Other Duties

- Participate willingly in NPAIHB activities Qualifications Education Minimum education required
- : • Bachelor's Degree in Medicine, Behavioral Health, Public Health, Social Science or related field •A minimum of four years of demonstrated experience as a coordinator for a Tribal health program may serve as an acceptable substitute Experience Minimum experience required: • At least two (2) years of experience as a project coordinator • At least two (2) years of experience in event planning, health education, or program development • At least one (1) year of professional experience working with Tribes, Tribal organizations, Tribal communities, or Tribal health clinics Additional experience preferred: • Direct experience working with Northwest Tribes • Experience in the planning, organization, implementation, and follow-up of public health-related coalitions Required Knowledge, Skills, and Abilities • Demonstrated knowledge, discretion, tact, judgment, and overall ability in working effectively with federal, Tribal, and other professionals, and facilitating participation and partnerships among diverse stakeholders and organizations • Proficiency with computer applications (specifically Word, Excel, PowerPoint, and other Microsoft Office Suite programs) • Strong writing skills, including good spelling and grammatical skills • Excellent interpersonal skills • Must be sensitive to cross-cultural differences, and able to work effectively within their context • Ability to work with minimal supervision, exercise initiative, and work effectively as a team member • Ability to complete tasks in a timely and accurate manner • Ability to travel frequently (approximately 15% of the time) Probationary Period External applicants must agree to serve a minimum six-month probationary period during which time their employment can be terminated at will.
