ICD/ICS 705
SCIF and multi-enclave mission fit-out. This is not a software-only or AV-only assignment. The PM sequences structural hardening, raised access flooring, electrical/HVAC/fire pathways, Protected Distribution System (PDS) cabling for 16 multi-classification workstations, and a multi-enclave A/V and VTC suite so the space is buildable, inspectable, and operationally compatible. Project scope the PM will execute Structural SCIF hardening to STC-50, true floor-to-true-ceiling walls, acoustic sealing, GSA-approved STC-50 door, two-factor access control, and penetration/man-bar controls Approximately 850 sq. ft. low-profile raised access floor, carpet restoration, furniture move/protect, and construction closeout Dedicated power distribution, lighting, HVAC extension with sound masking, and fire-alarm pathway coordination PDS and multi-network horizontal cabling (JWICS, SLAN, ULAN, NMCI SIPR/NIPR, voice) from comm rooms to 16 desks, with Red/Black and TEMPEST-aware floor-box separation Multi-enclave A/V and VTC integration: large-format displays, Cisco Webex / Extron codecs, secure KVM, Biamp Tesira audio, Crestron control, Extron XTP routing, and two 45RU racks Construction Security Plan (CSP), Pre-Construction Checklist, TEMPEST review coordination, and ICD 705 inspection readiness Essential duties Build and maintain an integrated master schedule covering design, long-lead procurement, construction, cabling, AV cutover, testing, and Government acceptance Manage the subcontract stack of A&E / construction / low-voltage / AV; enforce interface control among wall, floor, power, PDS, and AV packages Run daily/weekly coordination on Camp Smith; obtain escorts, badges, outages, and work windows with the Government and installation security Track RFIs, submittals, as-builts, test results, and configuration baselines for networks and AV/VTC Enforce quality and safety on a live headquarters facility; protect adjacent operations and existing utilities Lead risk, change, and cost control; flag TEMPEST, acoustic, or pathway conflicts before they hit the critical path Prepare status for ATS leadership and the Government customer; support inspections and turnover documentation Ensure labor, timekeeping, and subcontract administration comply with ATS and federal contract requirements Required qualifications Bachelor's degree in engineering, construction management, information systems preferred, or equivalent military/project experience 8+ years managing DoD or Intelligence Community facility, C2, SCIF, or mission-systems projects; 5+ years as the named PM Demonstrated
ICD/ICS 705 SCIF
construction or accreditation-support experience (hardening, PDS, acoustic, access control) Experience coordinating multi-discipline work: general construction plus structured cabling and AV/VTC Ability to work on-site at Camp H.M. Smith and obtain/maintain installation access U.S. citizenship and ability to obtain and maintain a Top Secret / SCI clearance (current TS/SCI strongly preferred) PMP, CCM, or equivalent; or documented equivalent DoD acquisition / construction PM experience Valid driver's license and ability to work standard installation hours plus planned outage windows Preferred qualifications Prior work at Camp Smith, Joint Base Pearl Harbor-Hickam, Marine Corps Base Hawaii, or other Oahu DoD sites

awareness and Red/Black separation practice Familiarity with Cisco Webex, Crestron, Extron, Biamp Tesira, and secure KVM multi-enclave rooms Experience with DIA CSP packages, ICD 705 checklists, and Government as-built / test-package turnover

familiarity, or equivalent site-safety credentials Hawaii contractor / GC interface experience and local vendor knowledge Work environment On-site construction and integration inside and adjacent to a headquarters SCIF. Work includes occupied-building constraints, escort-required areas, noisy construction, raised-floor and overhead work coordination, and classified-adjacent spaces. Physical requirements include walking the site, climbing stairs/ladders as needed for inspection, and lifting up to 50 lbs occasionally.
Compensation and benefits Salary range:
$140,000 - $155,000 annually, commensurate with clearance, SCIF experience, and Hawaii cost of living. Benefits include medical, paid leave, and federal-contract holiday observance.
