Right-of-Way Permits Coordinator Position Summary The Right-of-Way Permit Coordinator is responsible for managing the permitting process for telecommunications construction projects within public and private rights-of-way. This position coordinates with municipalities, counties, road commissions, state agencies, utilities, and other governing authorities to obtain and maintain the permits and approvals required for underground and aerial fiber construction. The ideal candidate must have a strong knowledge of right-of-way permitting, municipal and county approval processes, construction documentation, and agency coordination. This role requires someone who can independently manage multiple projects, identify permitting requirements, resolve issues, and keep projects moving through the approval process. Mandatory Experience Requirement Applicants must have a minimum of four (4) years of professional experience managing permits within public rights-of-way.

Municipal right-of-way permits County road commission permits Road, street, or highway occupancy permits Utility or telecommunications construction permits Encroachment permits Driveway, lane closure, or traffic control permits Railroad crossing permits Drain crossing or waterway crossing permits State or county transportation agency permits Other construction permits involving work within or adjacent to roads, streets, highways, or public rights-of-way Candidates without at least four years of relevant right-of-way permitting experience will not meet the minimum qualifications for this position. Essential Responsibilities Manage the full permitting lifecycle for telecommunications construction projects. Review project plans and scope of work to identify all required permits and approvals. Prepare, coordinate, submit, and track municipal, county, road commission, and agency permit applications. Coordinate with city engineers, county road agencies, municipal staff, inspectors, and other permitting authorities. Maintain accurate records of permit applications, revisions, fees, approvals, expiration dates, and outstanding requirements. Review permit conditions and ensure requirements are communicated to Design, Construction, Project Management, and contractors. Coordinate responses to agency comments and ensure revised plans and supporting documents are submitted accurately and on time. Identify potential permitting conflicts, delays, missing information, and project risks. Escalate complex, time-sensitive, or unresolved permitting issues to management. Track permit status and provide clear project updates to internal stakeholders. Coordinate right-of-way, road crossing, drain crossing, traffic control, railroad, environmental, and other applicable approvals. Review permit requirements related to restoration, construction methods, work hours, traffic control, bonding, insurance, and fees. Ensure permit documentation is complete before projects are released for construction. Maintain professional working relationships with municipalities, counties, agencies, contractors, and internal teams. Support continuous improvement of permitting procedures, tracking systems, and cross-functional workflows. Required Qualifications Minimum of four (4) years of experience managing right-of-way permits or similar construction permits involving roads, streets, highways, or public property. Demonstrated experience working with municipalities, counties, road commissions, or transportation agencies. Strong understanding of construction permitting and approval processes. Ability to interpret construction plans, exhibits, permit conditions, and agency comments. Experience managing multiple projects and deadlines simultaneously. Strong organizational, communication, and follow-up skills. Ability to independently research permitting requirements and resolve issues. Strong attention to detail and ability to identify missing or conflicting information. Proficiency with Microsoft Office, including Outlook, Excel, Word, Adobe, and document management systems. Ability to communicate professionally with internal teams, contractors, engineers, and government agencies. Preferred Qualifications Experience in telecommunications, fiber optic, utility, civil, or underground construction. Experience with municipal or county online permitting systems (ex: BS&A, Oxcart, Stream, Accela). Familiarity with right-of-way, encroachment, road occupancy, traffic control, and restoration requirements. Experience with MDOT, county road commissions, railroad, drain, or environmental permitting. Knowledge of utility coordination, easements, bonding, insurance, and permit-related fees. Experience working with construction plans, GIS mapping, CAD exhibits, and field conditions. Experience managing contractor-permitted projects and reviewing permit documentation for completeness. Experience or familiarity with the Michigan METRO Act. Success in This Role Success in this position requires the ability to independently manage permitting responsibilities, maintain accurate and timely project records, communicate effectively with agencies and internal teams, and identify issues before they impact construction schedules. The Right-of-Way Permit Coordinator must be capable of taking ownership of assigned projects from initial permit research through approval, while ensuring all permitting requirements are clearly documented and communicated within established company programs.
