POSITION OVERVIEW
The Project Manager leads the production and installation of containerized (ISO-container-based) and panelized (modular wall-panel-based) Sensitive Compartmented Information Facilities (SCIFs), managing projects from factory fabrication through site delivery, installation, and final accreditation. This role ensures units are built and assembled in accordance with Intelligence Community Directive 705 (ICD 705) and its Technical Specifications (ICS 705-1 and
ICS 705-2
), including RF shielding (TEMPEST) continuity and acoustic security (STC) requirements, while serving as the primary coordination point among production teams, field installation crews, cleared subcontractors, government stakeholders, and accrediting authorities.
RESPONSIBILITIES
Required Plan and manage the fabrication of containerized and panelized SCIF units in accordance with
ICD 705, ICS 705-1
(Physical and Technical Security), and
ICS 705-2
(Standards for Accreditation), from shop drawings through final unit sign-off. Serve as liaison to the Certified TEMPEST Technical Authority (CTTA), Contracting Officer's Representative (COR), and Construction Security Officer (CSO) throughout design, fabrication, installation, and accreditation. Review designs for RF shielding continuity across panel-to-panel and container-to-container joints, seams, doors, and penetrations, including power, data, and HVAC, to support the
TEMPEST/RF
attenuation level identified in the facility's threat assessment. Manage acoustic security compliance to ensure panel and container assemblies, doors, seams, and penetrations achieve the required Sound Transmission Class (STC) rating for the facility's assigned security group, typically STC 45-53, including sealing joints where prefabricated sections meet in the field. Coordinate and oversee shielding effectiveness activities at the factory and again after field assembly, supported by stage-by-stage photo documentation. Help manage logistics and transportation of containerized and panelized units from the production facility to project sites, including permitting, rigging/crane requirements, and site staging. Work with the superintendent to coordinate on-site assembly of prefabricated modules, including foundation/pad coordination, utility hookups, module-to-module joining, final finish-out, and local subcontractors as needed. Work closely with customers to review, prepare, and maintain Fixed Facility Checklists (FFCs), Construction Security Plans (CSPs), and supporting documentation required for interim and final facility accreditation. Manage submittals, RFIs, and change orders for secure modular scope, coordinating closely with engineers of record and shielding/acoustic vendors. Own the budget, production schedule, and quality control for assigned units, reporting progress and risk to senior leadership and the client. Help plan and coordinate site and facility security protocols, including controlled access for cleared and uncleared personnel and material control procedures during fabrication and installation. Maintain complete, audit-ready documentation to support initial accreditation and future re-accreditation following relocation or modification of a unit.
QUALIFICATIONS
Required Bachelor's degree in Construction Management, Engineering, Architecture, or a related field, or an equivalent combination of education and experience. 5+ years of construction or manufacturing project management experience, including direct experience with SCIF, modular/prefabricated, or other classified/controlled-access construction projects. Working knowledge of ICD 705 and its
ICS 705-1 / ICS 705-2
technical specifications, or demonstrated ability to quickly develop this expertise. Familiarity with RF shielding methods and TEMPEST countermeasures, particularly maintaining shielding continuity across modular joints and seams. Understanding of acoustic security principles and STC rating requirements as applied to panelized/containerized assemblies. U.S. citizenship required. Proven experience managing subcontractors, budgets, schedules, and quality control across both production/fabrication environments and field installation. Willingness and ability to travel to project and installation sites as needed; anticipated travel is approximately 10% or less. Strong written and verbal communication skills, with the ability to interface professionally with government clients, accrediting officials, and cleared trade partners. Proficiency with standard project management and scheduling software, such as Procore, MS Project, and Bluebeam. Ability to work in production/manufacturing environments and active job sites, including walking job sites, climbing ladders/stairs, and wearing required personal protective equipment (PPE). Preferred Project Management Professional (PMP) or Certified Construction Manager (CCM) certification. Familiarity with
IEEE 299
shielding effectiveness testing and
NSA 65-6 RF
shielding enclosure standards. OSHA 30-Hour Construction certification. Experience with modular/offsite construction methods, ISO container conversion, or panelized building systems outside of secure facilities. Prior experience supporting DoD, Intelligence Community, or federal agency construction programs.
COMPENSATION & BENEFITS
Compensation Range:
$100,000-$116,000 annually, commensurate with experience.
