Global Compliance and Ethics (GCE) is responsible for establishing and maintaining a robust compliance program that ensures American Express is adhering to laws, regulations, and internal policies while fostering a culture of integrity and effective second line independent Compliance oversight. The Senior Manager, Regulatory Change & Inventory Management supports the development, governance, and operationalization of the enterprise Regulatory Change & Inventory Management (RCIM) framework. Operating within the 2nd Line of Defense (2LOD), this role is responsible for supporting the programmatic oversight of RCIM activities and ensuring activities are performed consistently and in alignment with compliance and enterprise risk assessment standards. This role must demonstrate resilience, adaptability, and problem solving under evolving circumstances. The ability to work through ambiguity, balance multiple priorities, and lead others through change will be critical to success. The Senior Manager will act as a critical partner to Compliance Program Teams, Global and Market Compliance Officers, General Counsel, and Business units and Functions.
- Provide strategic input and substantively participate in the development of the RCIM governance structures, supporting clear accountability and decision-making frameworks that align with organizational objectives and regulatory requirements.
- Support both the rollout and sustainability of the RCIM program at the enterprise level.
- Support the rollout, adoption, and sustainability of the RCIM program at the enterprise level, including embedding RCIM practices into business-as-usual (BAU) Operations.
- Facilitate RCIM related communications, including training sessions, workshops, awareness campaigns, leadership briefings, and forums, ensuring complex concepts are accessible to diverse audiences.
- Track RCIM implementation status across the lines of defense and escalate delays or inconsistencies to Senior Leadership and recommend possible resolution strategies.
- Provide strategic thought leadership by proactively anticipating regulatory and control requirements, embedding forward-looking practices into the RCIM process.
- Create and manage metrics, dashboards, and reporting frameworks to monitor RCIM performance, track regulatory obligations, and inform RCIM, Compliance Program Teams, and Governance Committees.
- Oversee the preparation of executive reports, risk summaries, and regulatory heat maps for senior leadership and board level committees.
- Participate in the evaluation and deployment of RCIM tooling and system enhancement (e.g. RegTech platforms - Cube, ServiceNow) ensuring tools align with regulatory needs and enterprise priorities.
- Support RCIM related regulatory exams, internal audits, and Enterprise/Compliance testing reviews. serving as a subject-matter expert on regulatory change processes.
- Act as a champion of cultural change, embedding effective challenge, transparency, and traceability in regulatory change management practices
Minimum Qualifications:
- Bachelor's and/or master's degree in finance, law, business, or a related field.
- 5-7 years of experience in Compliance, Risk, Audit, or related field in financial services.
- Foundational understanding of risk assessment principles, regulatory compliance, and internal control frameworks.
- Highly organized with strong attention to detail and problem-solving skills.
- Strong written and verbal communication capabilities.
- Excellent understanding of regulatory change management frameworks and the three lines of defense model.
- Strong leadership and interpersonal skills with the ability to influence and collaborate with people at all levels of the organization.
- Exceptional problem-solving, analytical, and decision-making skills, with the ability to balance business objectives with regulatory requirements.
- Excellent project management and organizational skill, with the ability to manage multiple priorities in a fast-paced environment while maintaining attention to detail.
- Ability to both work independently and collaboratively with team-members and to navigate a complex organization
- Excellent verbal and written communication skills for preparing and delivering reports, presentations, and policy documents.
- Experience in delivering high quality work products, reflecting attention to detail.
- Must be a self-starter flexible, innovative, and adaptive.

- Master's degree or relevant certifications (e.g., CAMS, CRCM) are a plus.
- Experience supporting enterprise programs or control testing is preferred.
Salary Range:
$103,750.00 to $174,750.00 annually + bonus + benefits The above represents the expected salary range for this job requisition.
