We are looking for an experienced construction and real estate professional who can independently represent owners and developers throughout the full project lifecycle—from early development and design through procurement, construction, financing coordination, and project closeout. The ideal candidate has a strong background in owner's representation, commercial real estate development (specifically mixed-use developments and LIHTC financed multi-family housing projects), construction management, and complex project delivery , with experience managing multiple stakeholders and protecting the owner's interests throughout the process. Responsibilities Serve as the owner's trusted representative and advocate throughout the project lifecycle. Lead projects through predevelopment, design, permitting, procurement, construction, commissioning, and closeout. Develop and manage project budgets, schedules, cost estimates, forecasts, and project controls. Review design documents for constructability, coordination, budget compliance, and project objectives. Manage contractor and consultant procurement, RFPs, bid evaluations, contract negotiations, and recommendations. Monitor construction progress, quality, schedule, budget, and contractual compliance. Review RFIs, submittals, pay applications, change orders, claims, schedules, and other project documentation. Evaluate cost and schedule impacts and provide recommendations to ownership. Identify and proactively manage project risks. Coordinate architects, engineers, contractors, developers, lenders, attorneys, governmental agencies, and other stakeholders. Manage projects involving multiple ownership entities, development partners, funding sources, and contractual relationships. Coordinate with municipalities, state agencies, and other regulatory authorities. Monitor compliance with public procurement, prevailing wage, funding, and other applicable requirements. Prepare clear project reports, financial updates, schedules, dashboards, and executive-level recommendations. Lead project meetings and maintain accountability for action items and deliverables. Support project closeout, commissioning, punch lists, warranties, as-builts, O&M documentation, and final accounting. Develop and maintain strong, long-term relationships with clients and industry partners. Required Experience & Qualifications The successful candidate will have: 10+ years of professional experience in owner's representation, construction management, project management, program management, development management, or a related field. Experience serving as the Owner's Representative or Project Manager on at least two complex mixed-use development projects through completion . A proven track record managing projects of significant size, complexity, and value. Experience with mixed-use developments and/or public-private partnerships (P3) . Experience with structured parking, major site infrastructure, transportation projects, bridges, or other complex civil components . Experience representing public-sector owners or working within public-sector project environments . Experience with public procurement, public financing, prevailing wage, and governmental requirements. Experience with multi-party developments and projects involving multiple ownership or contractual entities . Experience with affordable or workforce housing development . Demonstrated experience with LIHTC, tax-exempt bonds, HUD-insured financing, or other affordable housing financing structures . Strong understanding of the relationship between development, financing, design, construction, and project operations. Excellent written and verbal communication skills. Strong organizational, analytical, negotiation, and problem-solving abilities. Ability to manage multiple priorities while maintaining attention to detail and accountability. CMC is particularly interested in candidates with substantial experience in affordable and workforce housing development and financing . Candidates with the following experience are strongly preferred: 4% LIHTC-financed multifamily projects. Tax-exempt bond-financed multifamily projects. Experience working with state housing agencies, including the Utah Housing Corporation (UHC) . Familiarity with state Qualified Allocation Plans (QAPs). Experience coordinating LIHTC applications, bond financing, tax-credit equity, lenders, investors, syndicators, and housing development partners. Experience managing or coordinating affordable housing projects through construction completion and IRS Form 8609 issuance . Understanding of how design, construction costs, project allocations, and development decisions can affect eligible basis and financing. Experience coordinating affordable housing financing requirements with the overall development and construction schedule. Ideal Candidate We are looking for someone who thinks like an owner and developer , not simply a construction manager. The ideal candidate understands how to: Protect the owner's financial interests. Identify and manage risk before it becomes a problem. Evaluate whether project costs and schedules are realistic. Hold architects, engineers, contractors, developers, and consultants accountable. Navigate complex contractual and ownership structures. Understand the financial implications of development and construction decisions. Communicate effectively with executives, public officials, developers, lenders, consultants, and contractors. Take a project from concept through completion while maintaining control of scope, budget, schedule, quality, and risk . We are particularly interested in candidates who have worked on complex, multi-party projects and are comfortable serving as the senior point of contact between ownership and the project team. Education & Professional Credentials Bachelor's degree in Construction Management, Architecture, Engineering, Real Estate Development, Business, or a related field preferred. Professional certifications such as PMP, CCM, LEED, or similar credentials are a plus.
