Job Description

The salary range for this position is $6,959.00
  • $9,154.
00 monthly. Thurston County Public Works is recruiting for a Capital Projects Manager II to join our dynamic, energetic, and innovative Office of the County Engineer team. The successful candidate will manage the design and construction of projects identified in the Solid Waste Division's Capital Facility Plan, perform a variety of professional field and office assignments associated with solid waste management facilities, as well as coordinating on all Public Works facilities projects. Essential functions may include, but are not limited to, the following: Performs program development, working closely with the end users in the development of the project program, detailing the scope of work, the project schedule and the design requirements. Coordinates activities and progress throughout the project. Examines and approves or rejects preliminary designs and finished drawings and specifications. Performs technical calculations, researches and determines appropriate design methodologies and effectively implements design solutions. Serves as the general contract administration for projects including managing the requests for proposals process, purchasing/bidding, bid evaluation, vendor/contractor recommendation, construction inspections, progress payments, billings, job close out, and proper file maintenance. Prepares contract documents, plans and specifications. Conversant in the design and construction industry and able to translate and communicate in the form of engineering design and construction documents. Reviews engineering analysis, engineering designs, and design documents. Works with designers and contractors to articulate the needs of the county in terms that the designer can translate to design solutions along with improvements, clarification, or modifications in order to meet industry standards. Analyzes, prepares and presents oral and written summary reports of project status, including fiscal information, operational and timelines to the Board of County Commissioners, appointing authority, and stakeholders. Identifies emergent issues and recommends alternative action to resolve problems. Serves as the liaison between the project's end users and the contractors to ensure the needs of the users are being met within budget and established contract guidelines as authorized by the Board of County Commissioners. Prepares, monitors and updates individual project budget summaries, tracking changes to the contract documents that may result in change orders, negotiates change orders with contractor as necessary, and incorporates the associated costs into the budget. This position is considered to be an essential worker and may be required to work during non-business hours or closures in order to meet operational requirements and needs.

  • Combination of in-office setting, primarily sitting or standing at a desk, and field work throughout Thurston County. Schedule

QUALIFICATIONS
Bachelor's degree in civil engineering, construction management, architecture, or another closely related field and four years of related project management experience or other closely related experience. Additional experience can be substituted for education on a year-for-year basis. Certification as a Project Management Professional (PMP) or similar industry recognized certification is highly desired. The ability to operate a computer to keep records and review plans is required. Substantial contact with the public, contractors, and other County departments requires the incumbent to have the ability to communicate effectively. Ability to use computers and related software to successfully perform essential job functions of the position. A current and valid Washington State Driver's License.
DESIRED SKILLS
Thorough knowledge of: Construction/Contract Administration; Plans and Specification Development; construction inspection, interior space design/utilization, commercial building code, Public Works law, and local government procedures, Building Systems/Elements including Architecture, Structural, HVAC, Electrical, Security, Water, Gas, and Sewer. Four years of related project management or closely related experience
