Job Summary A Charleston-area general contractor is hiring an on-site Project Manager/ assistant superintendent with strong administrative skills. General contractor/President is on-site daily leading the project you will represent and be the main point of coordination with the owner, the design team, subcontractors, and regulatory agencies from preconstruction through closeout. You will report directly to the company President. Responsibilities Preconstruction Review and confirm subcontractor bid packages and scopes for both the rehab and new construction work. Verify subcontractor licensing, insurance, and bonding before mobilization. Confirm all city plan review approvals are in place before ground-disturbing work begins. Build and issue the baseline schedule, sequencing both scopes to protect the placed-in-service date. Site Supervision & Schedule Provide daily on-site supervision and schedule tracking, and escalate risks as they come up. Serve as the single point of contact for subcontractors on scheduling, site access, and field coordination. Keep subcontractor records current, including licensing, COIs, bonding, and W-9s. Budget, Cost Control & Invoicing Monitor subcontractor draws against contract values and the approved cost estimate. Prepare change order requests with their cost and schedule impact, and route them for owner approval before any extra work proceeds. Report monthly cost-to-complete projections and flag overrun trends. Code and batch invoices by cost code/CSI division, matched to POs and contract line items. Attach backup to each invoice (delivery tickets, packing slips, lien waivers) and confirm waivers are current before payment is released. Submit invoice packages to accounting on the monthly draw cycle, with a transmittal log. Quality Control & Historic Compliance Enforce materials and methods consistent with the approved State Historic Tax Credit Part 2 scope. Coordinate with the architect on any field condition that requires a Part 2 amendment. Run a punch list process for each building and close out deficiencies before final inspections. Regulatory & Utility Coordination Manage sanitary board conditional approval requirements, including sewer line upsizing, field verification, and inspections before backfill. Ensure erosion and sediment controls are installed and inspected, and coordinate city stormwater inspections. Obtain right-of-way permits for utility street cuts. Confirm that setbacks and parking requirements are maintained throughout construction. Federal & State Program Compliance Maintain Build America, Buy America (BABA) documentation under WVHDF policy, including material certifications, exhibits, and waivers. Coordinate HOME Program compliance, including Davis-Bacon (certified payroll, wage postings, employee interviews), Section 3, environmental review, and Uniform Relocation Act requirements. Safety Implement and enforce a site-specific safety plan covering both work zones. Maintain OSHA documentation and hold regular documented safety meetings. Report incidents to company leadership and the owner within 24 hours. Documentation & Reporting Maintain the RFI, submittal, and change order logs. Send weekly status updates to the owner and design team. Deliver a monthly written report to company leadership covering schedule, budget, safety, and open issues. Maintain as-built documentation to support closeout and the Certificate of Occupancy. Qualifications 5+ years of construction project management or superintendent experience in multifamily, commercial, or institutional work is helpful. Working knowledge of affordable housing funding requirements (LIHTC, HOME, Davis-Bacon, Section 3, BABA) is strongly preferred. Proven ability to manage schedules, budgets, change orders, and subcontractor draws. Strong documentation and organizational skills, including RFIs, submittals, and invoice and lien waiver tracking. Working knowledge of OSHA requirements; OSHA 30 is helpfu;. Proficiency with scheduling software and Microsoft Office/Excel is helpful . Valid driver's license and the ability to be on site daily in Charleston, WV.
