OUR EXCITING OPPORTUNITY
Community Action Partnership has an exciting opportunity for Senior Manager, Family Resource Center The Senior Manager, Family Resource Center is responsible for oversight and management of the El Modena Family Resource Center, developing and implementing of robust family strengthening and outcome driven programs and services, systems, processes, procedures, facility and staff oversight and ensure that funder requirements are met and aligned to build sustainable support in impacting the lives of those served while playing a critical part in the work and dedication of Community Action Partnership of Orange County's initiatives.
WHAT YOU WILL ACCOMPLISH IN THIS ROLE
Under direction of the LCSW level Associate Director of FRCs and Housing, the Sr. Manager is responsible for management and oversight of the Families and Communities Together (FaCT) and Community Services Block (CSBG) funded El Modena Family Resource Center (FRC), programs and services, understanding, supporting community and participant needs and available resources. The Sr. Manager will coordinate services with other organizations, other CAP OC departments, facilitate community and funder required meetings, and obtain and effectively mitigate input from the community. The Sr. Manager will also supervise FRC staff, volunteers and interns and be responsible for facilities oversight working closely with CAP OC's Facility and IT department. The annual salary range for this exempt position is: $75,000-$95,000 ROLES
AND RESPONSIBILITIES
Direct program and facility operations consistent with the requirements of contractual agreements, laws, regulations and funders including but not limited to the FaCT and Community Services Block Grant contracts and funding requirements. Confer with interested parties and staff to outline work-plan and to assign duties, responsibilities, and scope of authority. Develop effective and current workflows for all programs and services to benefit all onsite staff, volunteers, interns, partners, and participants. Directs and coordinates activities of project personnel to ensure timely progress, adherence to budget requirements, and effective scheduling and use of facility. Responsible for participating in community needs assessment to increase community involvement with public and private agencies and community outreach projects. Work with the Community to develop active participation in all aspects of the Center including volunteer support, advisory committees and boards, and fundraising support. Participates in various collaboratives and committees; attends community events and meetings to promote FRC services; initiates outreach to new partners and service providers based on identified gaps in services. Assigns, develops, trains, supervises, and evaluates program staff and their work. Make recommendations to the Associate Director and Director on personnel actions. Assist in preparation and writing of funding grant applications. Plan and develop program performance objectives and outcomes, annual goals, and assist in designing evaluation tools that will ensure compliance with reporting requirements for grants and with agency's Community Services Block Grant (CSBG) requirements. Purchases items and supplies, tracks and monitors inventory and expenditures. Plans and facilitates various meetings including but not limited to team meetings, supervision meetings, monthly partner meetings, prepares agenda, meeting notes, and discussion topics. Work closely with, oversee and strengthen partnership with the Orange County Headstart adjacent to FRC and the onsite

Education Program, etc. Develop cohesiveness, collaboration and systems with other onsite partners, CAP OC programs and services staff utilizing FRC space. Communicate effectively and timely with all levels of agency staff upwards to Executive Leadership and Board of Directors. T HE IDEAL CANDIDATE HAS KNOWLEDGE AND EXPERIENCE IN
Principles of program development and management, fundraising and marketing concepts. Principles of public administration, personnel and facilities management. Familiarity with laws and regulations governing county, state and federal funded programs and non-profit sector. Public and private service agencies and community resources. Interviewing, hiring, and training employees, volunteers, interns. Analyzing and interpreting various materials to make recommendations; understanding and applying program rules, regulations and procedures. Planning and organizational skills to develop and implement action plans.
Foreign Language:
Bilingual in Spanish is required. Fluent verbal and written English language and mathematical skills sufficient to create, compose or compile information and data for reports or presentations. Ability to effectively utilize Data Systems (Apricot360 and Vista Share a plus), various computer software, virtual platforms such as Zoom, Google Meets, Teams, Microsoft Office, Outlook, Word, Excel, PowerPoint, One Drive and as well as current version of Windows, Google Docs, Google Drive, etc. Position requires excellent computer literacy, establishing paperless systems, technological savviness and use of troubleshooting devices including Printer, Projectors, Cell Phone and Copier.
IDEAL CANDIDATE MUST BE
Effectively present information and respond to questions from groups, managers, clients, and general public. Demonstrate strong interpersonal, communication, and public speaking skills. Utilize organization and administration skills to develop protocols, systems, complete correspondence, reports, statistics, meeting agendas, minutes and other administrative needs. Demonstrate ability to establish and maintain effective working relationships with public officials, private industry, community groups, legislatures, advisory boards and employees. Demonstrate a clear, concise and effective command of the English language, both oral and written. Bilingual Spanish, must be able to fluently speak, read and translate orally and in writing from/to English to Spanish. Be a liaison with collaborating entities and subcontractors. Posses a valid California Drivers License and proof of vehicle insurance; access to a vehicle and willingness to drive/travel when required. Work with people from all social economic and ethnic groups. Work weekends and/or evenings, as needed. Be independent and self-directed. Exercise considerable judgment. Be flexible, creative, self-starter, capable of articulating vision/purpose. Be comfortable with change, handling multiple tasks simultaneously and good problem solving skills. Supervise employees and volunteers with special projects. Possess a valid California Driver's License with a driving record that meets minimum standards established by Community Action Partnership of Orange County carrier, proof of vehicle insurance, access to a vehicle and willingness to drive/travel when required. Must be able to lift up to 20 lbs. Work in an environment predominantly indoors with little to no outdoor working requirements. Bending, stooping, reaching, pulling, pushing, standing, kneeling, sitting, twisting, turning, walking, and bending at the waist may be physical requirements of the job.
EDUCATION AND EXPERIENCE
Master's degree social work, counseling, psychology or related field required. 3 years leadership experience coaching and mentoring staff, volunteers and interns. 3 years' experience with family strengthening program management, development and implementation with the development of standard operating procedures, with documented processes and systems. Demonstrative knowledge in business and non-profit operations that include but not limited to facility operations, funding identification, support grant writing, presentations, fiduciary oversight, budget management and making necessary programmatic recommendations to further the CAP OC mission and vision. Demonstrated knowledge and experience working with diverse, low-income, at risk/vulnerable youth, families and seniors experiencing poverty, homelessness, domestic violence, mental health issues, child abuse, etc. 3 years' experience with case management, crisis intervention, trauma informed practice, harm reduction, motivational interviewing and other evidence-based and/or research informed practices. 2 years' experience with leading community engagement and advocacy groups, driving community change. TRAVEL Possess a valid California Driver's License with a driving record that meets minimum standards established by CAP OC insurance carrier, proof of vehicle insurance, access to a vehicle and willingness to drive/travel when required. Typically, travel is local during the business day to/from CAP OC locations and incumbent will use personal vehicle. Possible travel may be during evening hours and possible out-of-the-area and overnight travel.
PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to bend, stoop, reach, pull, push, stand, kneel, sit, twist, turn, walk, bend at the waist, talk and hear, prolonged and fine dexterity of fingers and wrists, vision abilities include close vision, distance vision, color vision, ability to adjust focus, and prolong computer work. The employee must regularly lift and/or move objects up to twenty (20) pounds. Employee may be called upon to work outdoors in varying temperatures and weather conditions.
