The Payload Launch Sites Support Services (PLSSS) Program provides all launch processing support functions for Office of Space Launch (OSL). The program's two primary operating locations are Cape Canaveral Space Force Station, FL and Vandenberg Space Force Base, CA. Key elements of the PLSSS program scope include satellite launch processing, satellite transport operations, satellite propellant loading operations, and satellite processing facilities O&M, clean room operations, and safety and environmental services. ## Standard Job Description Leads and oversees the management and analysis associated with property business systems to ensure company, customer and US Government property located on site and at subcontractors are managed in accordance with applicable federal regulations and company policies to achieve adequacy of system, best value and operational excellence. Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions. Interprets Federal Acquisition Regulations (FAR) and supplements, contracts, Standards for the Guiding Principles of Property Management and Cost Accounting Standards (CAS) as applied to property acquisition, use and disposition. Develops business system risk mitigation strategies and ensures compliance of major business systems and processes required to do business with domestic and international entities. Manages the conduct of internal and external property assessments and analyzes results for financial and operational purposes; provides guidance on contracts and regulations pertaining to property life-cycle management; develops, recommends, and implements property management policy; and prepares periodic and special purpose reports for all levels of management both internal and external. Oversees interaction with customers, federal oversight agencies and internal personnel while investigating, analyzing and resolving regulatory compliance issues. Provides guidance and training to company personnel on the application of business system processes, interpretation of laws and regulations and compliance requirements. Manages the efficient flow of goods, services, and information between point of origin through customer placement to meet customer requirements. Ensures that customer service and time objectives are achieved within existing financial constraints to meet marketing and financial objectives. Ensures the execution and continuous improvement of standard logistics processes, such as the replenishment system, data interchange systems, demand management, electronic data systems administration and related functions. Monitors the building of relationships with strategic customers through logistics initiatives. Oversees the integration of learning from customers, competitors, operating entities, distribution, transportation, customer service, other industries, industry groups, and professional training to continuously improve competitive position. Summary of Key Duties for this position:

• Oversee all property management and logistical activities for the PLSSS contract at two primary operational sites, Cape Canaveral Space Force Station (CCSFS) and Vandenberg Space Force Base (VSFB).
• Manage a diverse team with personnel located at both sites, including property and logistics analysts, manufacturing planners, tool crib attendants, cargo specialists and fleet mechanics.
• Champion a collaborative, high‑performance culture by fostering open communication, trust, and mutual respect across all team members.
• Model exemplary behavior in safety, integrity, and accountability, setting the standard for ethical conduct and a positive work environment.
• Provide training and guidance on business‑system processes, regulatory interpretation, and compliance requirements.
• Serve as primary point of contact for the customer, federal oversight agencies, and internal stakeholders regarding property and logistics matters.
• Monitor cost‑effectiveness and best‑value considerations across property and logistics activities.
• Investigate, analyze, and resolve regulatory compliance issues in collaboration with our OSL customer, LM Space and other oversite agencies. ## Basic Qualifications
• Bachelor's degree or in lieu of degree, related equivalent experience.
• Demonstrated knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and government/property‑management guidance (e.g., DoD Property Management Regulation).
• Established leadership skills and behaviors that align with the Full Spectrum Leadership Imperatives
• Excellent written and verbal communication skills; capable of interfacing with customers, federal oversight agencies, and internal stakeholders.
• Ability to work flexible hours and travel periodically between the program's primary sites (Cape Canaveral Space Force Station, FL and Vandenberg Space Force Base, CA).
• Ability to work in a launch site environment, including the ability to climb stairs and evacuate the launch complexes wearing breathing apparatus, if required
• Must be a US Citizen with the ability to obtain and maintain a TS/SCI with CI Poly (
