Job Description

GENERAL DESCRIPTION OF POSITION
Under the general direction of the Solid Waste Division Manager, the Residential Operations Supervisor plans, schedules, and directs the daily residential collection crews (Sideload and Grapple routes), including Crew Leaders, Lead Equipment Operators, and Equipment Operators. Responsible for route performance, crew scheduling, safety compliance, and first-line personnel management within residential operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Supervises and schedules residential collection crews and routes.
  • Monitors route completion, service requests, and missed-collection resolution.
  • Conducts safety briefings and monitors compliance with OSHA and DOT/CDL requirements.
  • Recommends and participates in hiring, discipline and discharge actions for assigned personnel; conducts performance evaluations, coaching and on-the-job training.
  • Coordinates equipment readiness with the Field Services & Asset Coordinator and Fleet Division.
  • Responds to and resolves escalated residential service issues.
  • Maintains route, incident, and attendance records. Performance Expectations (KPIs):
  • Residential route completion rate
  • Missed-collection reports per 1,000 households
  • Crew safety incident rate
  • Overtime utilization against budget Perform any other related duties as required or assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
  • Working knowledge of residential collection methods, equipment (sideload, grapple), and routing.
  • Demonstrated ability to lead and coach a field crew.
  • Ability to apply City personnel policy and (where applicable) collective bargaining provisions consistently.
  • Strong verbal communication and conflict-resolution skills.
EDUCATION AND EXPERIENCE
High school diploma or equivalent and four (4) years of solid waste collection experience, including one (1) year in a lead or supervisory capacity; or an equivalent combination of education and experience.
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
  • Valid Commercial Driver's License (CDL) Class B
  • APWA Certified Public Works Supervisor (CPWP-S) — required within 18 months of hire/promotion
  • SWANA certification aligned to collection operations — required within 18 months of hire/promotion
  • OSHA 30-Hour General Industry — required within 12 months of hire/promotion
PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS
Multi-vehicle qualification (Grapple/Sideloader/Frontloader) at time of hire Valid Commercial Driver's License (CDL) Class
A RESPONSIBILITY FOR FUNDS, PROPERTY AND EQUIPMENT

N/A — operates within Division operating budget Responsible for residential fleet utilization, container inventory coordination, and crew equipment assignment.
SUPERVISORY RESPONSIBILITIES
This position will directly supervise residential Crew Leaders, Lead Equipment Operators, and Equipment Operators (approx. 14-16) employees. This position may indirectly supervise 0 employees. Supervisory responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
ANALYTICAL ABILITY / PROBLEM SOLVING
Requires the ability to analyze route and crew performance data and adjust assignments to resolve service gaps.
PLANNING
With regard to general assignments in planning time, method, manner and/or sequence of performance of own work. Plans daily and weekly crew assignments and route coverage, including vacancy and absence contingencies.
DECISION MAKING
Performs work operations which permit opportunity for decision-making of minor importance: Frequently, in daily crew and route adjustments. HR. COMMUNICATION SKILLS
Requires clear oral and written communication with crew members, residents, and City departments.

Requires sound judgment in resolving field, safety, and personnel issues in real time.
SUPERVISION RECEIVED
Works under general supervision of the Solid Waste Division Manager, with independent judgment in daily crew management.
MENTAL DEMAND
Moderate to high; requires sustained attention during active collection hours.
USE OF MACHINES, EQUIPMENT AND/OR COMPUTER
City vehicle, radio/mobile data terminal, standard office computer.
ACCURACY
High degree of accuracy required in route, safety, and personnel documentation.
PUBLIC CONTACT
Frequent contact with residents regarding service issues.
EMPLOYEE CONTACT
Continuous contact with crew members; frequent contact with Division management and other supervisors.
