Job Description

We are seeking an experienced, detail-oriented Affordable Housing Property Manager to oversee day-to-day operations for a multi-property residential portfolio in Davenport, IA. In this role, you will be responsible for maintaining high occupancy, ensuring strict compliance with federal and state housing programs, managing site budgets, and creating a supportive, welcoming environment for our residents. Key Responsibilities Operations & Team Leadership Oversee daily operations, maintenance requests, unit turn-overs, and staff/vendor scheduling across multiple property locations in Davenport. Maintain strong curb appeal, perform regular site walkthroughs, and ensure properties meet all local code and physical inspection standards (e.g., NSPIRE / HQS). Foster positive resident relations, address community concerns promptly, and promote resident retention programs. Compliance & Tenant File Management Manage initial tenant certifications, income verifications, and timely annual recertifications in accordance with applicable programs (LIHTC / Section 42, HUD Section 8, or HOME). Maintain 100% audit-ready tenant files in strict adherence to Fair Housing, state housing finance authority guidelines, and local ordinances. Prepare properties and documentation for regulatory compliance audits and state agency reviews. Financial & Administrative Performance Collect rents, manage accounts receivable, process delinquencies, and handle lease enforcement. Assist in preparing annual operating budgets, managing vendor expenses, and monitoring monthly financial variances. Utilize property management software to accurately track tenant records, maintenance tickets, and financial reporting.
Qualifications Experience:
2+ years of property management experience, with specific experience managing
HUD, LIHTC
(Section 42), or other affordable housing programs. Certifications (Preferred): Certified Occupancy Specialist (COS), Tax Credit Specialist (TCS), or Registered Health Housing Manager (RAM/CAM).
Regulatory Knowledge:
Solid understanding of Fair Housing regulations, HUD/LIHTC income guidelines, and local landlord-tenant laws.
Software Skills:
Proficiency with
Yardi Skills:
Excellent organization, strong verbal and written communication, conflict resolution, and the ability to prioritize tasks across multiple physical locations.
Requirements:
Valid driver's license, reliable personal transportation (for travel between Davenport properties), and ability to pass a background check and drug test.
