Hiawatha and/or Holton, with travel throughout surrounding areas as needed
SCHEDULE
The work schedule will generally conform to that of a full-time Monday-Friday, 40-hour-per-week schedule performed within the Center's hours of operation. Flexibility outside normal business hours may be required based on client, staff, program, crisis, and organizational needs. PURPOSE The Youth Community Based Services Manager - QMHP provides clinical, operational, and supervisory leadership for Kanza Mental Health & Guidance Center's youth community-based services. The position oversees Youth Community-Based Services (CBS), including SED Waiver services; school-based clinicians and school-based behavioral health services; youth clinical and community programming; case management; school liaison services; wraparound services; and other assigned youth programs. The Manager is responsible for ensuring services are delivered in a high-quality, coordinated, accessible, client- and family-centered manner consistent with the Certified Community Behavioral Health Clinic (CCBHC) model. The Youth Community Based Services Manager - QMHP provides organizational and day-to-day leadership to assigned clinical and program staff while providing clinical supervision, consultation, and oversight within the scope of their professional license. The position is responsible for coordination among youth service programs, development and maintenance of school partnerships, staff support, service access and capacity, program performance, and quality and outcome expectations. The position collaborates closely with the Director of Clinical Services and Chief Clinical Officer to ensure youth services are clinically appropriate, operationally coordinated, responsive to community and school needs, and aligned with organizational priorities. This position promotes an integrated approach in which behavioral health, family, school, community, and social service needs are coordinated across programs rather than addressed in isolation. Responsibilities also include staff development, clinical consultation, quality improvement, regulatory compliance, documentation standards, service coordination, and direct clinical services as organizational needs require.
SCOPE OF PROGRAM OVERSIGHT
Youth Community-Based Services (CBS), including SED Waiver services and related youth case management and community support programming. School-Based Clinicians and school-based behavioral health services. Youth clinical and community programming across assigned service settings. Coordination among youth service programs to support continuity, reduce duplication, and promote integrated care. Development and maintenance of effective school partnerships and coordination with educational partners. Clinical and program staff support, including supervision, consultation, coaching, case review, and problem-solving. Service access and capacity, including monitoring caseloads, staffing, referrals, wait times, coverage, and the ability of programs to meet community needs. Program performance, including productivity, service delivery, documentation, engagement, utilization, and other applicable performance expectations. Quality and outcome expectations, including clinical quality, client and family outcomes, compliance, continuous improvement, and CCBHC-related measures. Ongoing coordination with the Director of Clinical Services and Chief Clinical Officer regarding clinical direction, program priorities, staffing needs, performance, quality, risk, service access, and opportunities for program development.
ESSENTIAL JOB FUNCTIONS 1.
Supervision and Staff Leadership Provide direct supervision, leadership, coaching, and performance management to school-based clinicians/therapists, youth community-based case managers, school liaisons, wraparound/case manager facilitators, and other assigned youth services employees. Conduct regular individual supervision, team meetings, clinical consultation, and case review meetings. Provide clinical guidance and consultation within the employee's professional scope of practice. Recruit, interview, onboard, train, develop, and evaluate assigned staff. Establish clear expectations regarding job performance, documentation, productivity, client care, teamwork, communication, and professional conduct. Address performance concerns promptly and collaborate with Human Resources regarding coaching, corrective action, or performance improvement when appropriate. Promote professional development, continuing education, and advancement of staff knowledge and skills. Foster a collaborative environment among clinical and community-based programs. 2. Therapy Services Provide clinical oversight and consultation to school-based and other assigned youth clinicians providing individual, family, group, and other behavioral health treatment services. Support therapists with assessment, diagnosis, treatment planning, risk assessment, crisis intervention, discharge planning, and complex clinical cases. Ensure services are individualized, medically necessary, clinically appropriate, trauma-informed, recovery-oriented, and within each clinician's scope of practice. Review clinical documentation and treatment plans for quality, timeliness, medical necessity, and compliance with organizational and regulatory standards. Monitor therapist caseloads, service access, treatment engagement, and continuity of care. Provide consultation regarding referrals to psychiatric, crisis, substance use, medical, community, or higher levels of care when appropriate. 3. Case Management Services Provide leadership and oversight for youth community-based case management services designed to assist children, adolescents, and families in achieving stability, functioning successfully in home, school, and community settings, and progressing toward individualized treatment goals. Ensure case managers provide services consistent with individualized treatment plans and identified client needs. Support coordination of services related to housing, employment, education, benefits, medical care, transportation, social supports, and other social determinants of health. Assist case managers with complex client situations, barriers to services, crisis concerns, and coordination with outside agencies. Monitor caseloads, service delivery, documentation, productivity, and client outcomes. Promote effective communication between case managers, therapists, medical providers, crisis staff, peer support staff, families, and community partners. 4. School Liaison Services Provide oversight and supervision for School Liaison services and coordinate closely with School-Based Clinicians providing services within schools and other educational environments. Promote effective collaboration between Kanza, school personnel, families, and other individuals involved in supporting the student's behavioral health needs. Ensure School Liaisons provide appropriate behavioral health support, skill development, care coordination, advocacy, and linkage to needed services. Support staff in identifying behavioral, emotional, family, social, and environmental factors affecting a student's ability to function successfully in the school setting. Assist with coordination between school-based support and the client's broader behavioral health treatment team. Promote timely communication and continuity of services while maintaining all applicable confidentiality requirements. Develop and maintain effective working relationships with area schools and educational partners. 5. Wraparound Services Provide supervision and program oversight for SED Waiver, Wraparound, and Case Manager Facilitator services. Ensure Wraparound services are family-centered, strengths-based, individualized, team-driven, and responsive to the needs of children and families. Support staff in coordinating with families, guardians, schools, foster care agencies, mental health professionals, medical providers, insurance providers, community agencies, and other identified supports. Ensure Wraparound teams are convened and reconvened according to program requirements and individualized client needs. Provide guidance regarding development, implementation, monitoring, and revision of care plans. Ensure staff monitor progress toward identified goals and coordinate changes to services when client or family needs change. Support compliance with Medicaid, SED Waiver, insurance, documentation, and other applicable program requirements. Promote effective communication among all members of the child's treatment and support team. 6. CCBHC Service Integration and Care Coordination Support implementation of the CCBHC model throughout assigned programs. Promote integrated, coordinated, accessible, person-centered, family-centered, recovery-oriented, and trauma-informed behavioral health care. Ensure therapy, case management, school liaison, and wraparound programs work collaboratively rather than functioning as isolated services. Promote coordination with crisis services, psychiatric providers, nursing, primary care, peer services, substance use services, hospitals, schools, social service agencies, law enforcement when appropriate, and other community partners. Support timely transitions of care following hospitalization, crisis services, residential treatment, or other higher levels of care. Ensure staff recognize and respond appropriately to mental health, substance use, physical health, family, educational, environmental, and social needs. Participate in interdisciplinary staffing and service coordination for clients with complex needs. 7. Treatment Planning and Client Care Ensure individualized treatment and service plans are developed collaboratively with clients and, when appropriate, families, guardians, and other identified supports. Ensure plans reflect client strengths, needs, preferences, goals, risks, and appropriate interventions. Promote consistency between therapeutic treatment, case management goals, school supports, wraparound plans, and other services. Monitor client progress and assist staff with modifying interventions when services are not achieving desired outcomes. Promote continuity of care across programs and service providers. Address client and family concerns or complaints promptly and professionally. 8. Clinical Quality and Compliance Conduct clinical documentation reviews, chart audits, case reviews, and other quality assurance activities. Ensure compliance with CCBHC requirements, organizational policies, Medicaid requirements, state and federal regulations, professional licensing standards, and applicable program requirements. Monitor documentation for accuracy, completeness, timeliness, medical necessity, and consistency with services provided. Identify trends, deficiencies, and opportunities for quality improvement. Develop and monitor corrective action or improvement plans when needed. Participate in organizational quality improvement activities, compliance reviews, audits, and CCBHC certification or recertification activities. Monitor youth program outcomes, quality expectations, client and family access, engagement, service utilization, and other applicable performance measures; use findings to identify improvement needs and support accountability. 9. Program Operations Monitor caseloads, workloads, staffing levels, productivity, referrals, wait times, client access, and service capacity across assigned youth programs; identify barriers and recommend operational or staffing changes when needed. Assist with development and implementation of program procedures, workflows, and service delivery expectations. Evaluate staffing and resource needs and communicate recommendations to organizational leadership. Assist with program development and implementation of new services or initiatives. Participate in management meetings, interdisciplinary team meetings, utilization reviews, case consultations, and other organizational committees as assigned. Maintain effective communication and coordination with the Director of Clinical Services and Chief Clinical Officer regarding clinical risks, staffing concerns, service access and capacity, program performance, quality outcomes, and service needs. 10. Crisis and Risk Management Provide clinical consultation regarding clients experiencing behavioral health crises, safety concerns, or elevated risk. Support staff with risk assessment, crisis intervention, safety planning, and coordination of appropriate levels of care. Assist with crisis planning and staffing to ensure appropriate support and coverage. Ensure staff complete required incident reports, clinical documentation, notifications, and follow-up activities. Collaborate with crisis services, hospitals, law enforcement, medical providers, schools, families, and other partners when appropriate. 11. Direct Clinical Services Provide direct behavioral health services as needed based on client, program, and organizational needs. Direct services may include assessments, diagnostic evaluations, individual therapy, family therapy, group therapy, crisis intervention, treatment planning, consultation, and care coordination within the individual's professional scope of practice. Maintain required clinical documentation, credentials, and productivity expectations associated with direct service responsibilities.
MINIMUM QUALIFICATIONS
Master's degree in counseling, social work, psychology, marriage and family therapy, or another behavioral health discipline that meets applicable Kansas professional licensing requirements. Must meet requirements to function as a Qualified Mental Health Professional (QMHP). Must possess a current Kansas clinical-level therapist license permitting independent clinical practice, such as Licensed Clinical Professional Counselor (LCPC), Licensed Specialist Clinical Social Worker (LSCSW), Licensed Clinical Marriage and Family Therapist (LCMFT), Licensed Clinical Psychotherapist (LCP), or other qualifying clinical behavioral health license approved by Kanza. License must remain active and in good standing throughout employment. Minimum of two (2) years of supervisory or management experience preferred, preferably supervising behavioral health, mental health, or human services employees. Previous experience providing psychotherapy and other clinical behavioral health services required. Experience supervising therapists, case managers, or multidisciplinary behavioral health teams strongly preferred. Experience with community-based behavioral health services, child and family services, school-based services, case management, or wraparound services preferred. Experience in a Community Mental Health Center (CMHC), Certified Community Behavioral Health Clinic (CCBHC), or similar behavioral health setting strongly preferred. Knowledge of assessment, diagnosis, treatment planning, crisis intervention, trauma-informed care, recovery-oriented care, and evidence-based clinical practices. Knowledge of Medicaid, medical necessity, clinical documentation, behavioral health billing, and regulatory compliance preferred. Strong clinical judgment and ability to provide consultation regarding complex behavioral health needs. Strong leadership, organizational, communication, conflict-resolution, and decision-making skills. Ability to effectively supervise employees with differing educational backgrounds, professional credentials, and job responsibilities. Ability to maintain confidentiality, ethical standards, professional boundaries, and sound clinical judgment. Proficiency with electronic health records and other technology required for the position. Must successfully complete required background checks, screenings, credentialing, and organizational training. Must possess a valid driver's license and maintain an acceptable driving record.
CLINICAL SUPERVISION REQUIREMENTS
When providing formal clinical supervision toward an employee's professional licensure, the Youth Community Based Services Manager - QMHP must meet all applicable Kansas licensing board requirements for providing supervision within that profession. The employee may only provide licensure supervision when appropriately qualified and approved to do so.

WORKING ENVIRONMENT
Work may be performed in Kanza offices, schools, client homes, community settings, healthcare environments, and other locations where behavioral health services are provided. The position requires regular interaction with clients and families who may experience significant behavioral health symptoms, emotional distress, crisis situations, or challenging behaviors. The employee must maintain professional judgment, appropriate boundaries, confidentiality, and safety practices in a variety of environments. Travel to other Kanza locations, schools, community partner locations, client residences, and other locations is required as necessary to fulfill the responsibilities of the position.
