This is a full-time position for a 501(c)3 non-profit organization charged with providing services to individuals and families facing homelessness in Junction City and the surrounding communities. The essential duties and responsibilities of this job are operational and physical management of the shelter, public relations with the community and other organizations that serve this population, as well as planning and collaborating with the Board of Directors.
Operational Duties:
Assumes responsibility for the overall operation of all agency programs, facilities, employees and volunteers. Facilitates the daily operation and management of agency programs in accordance with Board approved policies, procedures, and funding regulations. Assures meaningful evaluations of service delivery are in place to monitor system and program outcomes and effectiveness. Supports and advises staff to implement programs and develops a successful team structure; implements disciplinary actions when staff performance is outside of accepted boundaries. Maintains a climate which attracts, recruits, and motivates a diverse staff of top quality people. Maintains personnel files on all employees. Maintains and enforces proper confidentiality policies and procedures of clients. Reviews and enforces all approved agency policies and procedures with staff, volunteers, community service workers and clients. Maintains on-call availability and responds to all emergencies.
Public Relations:
Makes presentations to the community upon request regarding services, grant proposals and press releases. Promotes and represents Fresh Start Emergency Shelter at community meetings and functions, state meetings and planning committees. Builds effective public, nonprofit and private sector relationships necessary to ensure organizational success. Maintains visible community leadership and a positive public image to ensure optimal organizational effectiveness. ln collaboration with the Board of Directors, develops and implements short- and long-range goals, which includes a strategic plan to prevent and end homelessness. Prepares monthly reports for the Board of Directors, and attends board meetings as requested.

Must be able to walk up and down stairs repeatedly without assistance. Must be able to cope with stress brought about by managing a crisis response service. Must be able to exercise independent judgment in a fast-paced environment. Must be flexible and available to assist at all hours of the day.
Requirements/Qualifications:
Clear communication skills both verbally and in writing. Financial, human resource and operational management experience required. Leadership experience in nonprofit human services, community development or homeless services is preferred. Experience working with homeless services, residential programs, or affordable housing preferred. Knowledge of searching for, writing, implementing, sustaining, and closing out grants is preferred.
