Job Description
Overview This is a responsible administrative position that manages casework and clients who use the assisted low-income housing programs. Duties include, but are not limited to, creating and maintaining tenant files; ensuring clients qualify for the program; recertification for clients' continued occupancy; close-out of tenant case when program participation ends; tenant relations; and establishment of liaisons with other social service agencies and landlords. Work requires tact in dealing with all types of people in stressful situations; thorough knowledge of Housing Authority policies and Department of Housing and Urban Development regulations; and familiarity with State and Federal laws regarding landlord-tenant relations and evictions. Work requires independent judgment and the ability to solve problems in accordance with State & Federal laws and property policies. Responsibilities 1. Serves as Housing Manager and Authority liaison with other local social service agencies, housing authorities, landlords, and the public. 2. Reviews and adjusts rental assistance amounts according to the client's income level. 3. Conducts timely annual re-examination of tenant accounts to determine clients' continued eligibility in the Public Housing program. 4. Conducts new resident orientation program. 5. Explains application paperwork, recertification paperwork, inspection reports, and other related documents to clients. 6. Submits necessary information to Accounting and other departments regarding move-ins and move-outs to ensure record keeping. 7. Shares information regarding services available from other social service agencies. 8. Coordinates inspection of rental units with the Unit Inspector as necessary. 9. Provides counseling to clients not complying with Authority rules or program requirements. 10. Maintains records of all current Housing Residents. 11. Keeps Housing Supervisor informed of all significant developments in the area of responsibility. 12. Prepares legal documents or other correspondence regarding violations of Housing Authority policy or HUD regulations. Signs leases, affidavits, or other legal documents. 13. Composes and types correspondence. 14. Compiles and submits reports. 15. Attends staff meetings, training, and meetings sometimes out of the city, related to Authority business during and after business hours. These may take place on Authority properties or at other locations. 16. Performs other related duties as required. Qualifications 1. Ability to gain considerable knowledge of Housing Authority policies and Department of Housing and Urban Development rules and regulations that apply to Assisted Housing management. 2. Ability to gain knowledge of state, federal, and local laws regarding landlord/tenant relationships. 3. Ability to gain knowledge of state, federal, and local organizations that offer social service assistance and an understanding of their eligibility requirements. 4. Knowledge of special needs and problems that may be encountered when dealing with special population groups such as the elderly, handicapped, children, and single parents. 5. Ability to use tact and empathy when interviewing clients and to use due regard for their human rights and dignity. 6. Persistence in identifying problems and seeking solutions. 7. Ability to understand and follow written and oral instructions. 8. Ability to interpret and make independent decisions based on policy guidelines established by the Housing Authority and the Department of Housing and Urban Development. 9. Ability to maintain moderately complex records and to prepare clear and concise reports. 10. Ability to listen empathetically to tenants, to analyze problems, and establish priorities, to deliver assistance, or refer clients to others for assistance. 11. Ability to operate a keyboard, computer, adding machine, copier/scanner, and other common office machines with reasonable speed and accuracy. 12. Ability to use Microsoft Office computer programs and catch on to computer applications with reasonable speed. 13. Ability to make moderately complex arithmetic computations with speed and accuracy. 14. Ability to establish and maintain effective working relationships with peers, superiors, social service agencies, residents, clients, and the public. Physical Requirements 1. Level of manual dexterity sufficient to operate a computer keyboard, telephone, facsimile machine, calculator, and other office equipment. 2. Ability to move, handle, or lift up to 20-pound objects, from and around the main office to the remote-site office. Ability to maneuver, in and around the desk area, working with items such as large, heavy files, copy/printer paper, computer printouts, reports, calculator, pencils, and legal pads. 3. Ability to hand-deliver notices throughout buildings. 4. Ability to make client home visits as necessary to complete paperwork. 5. Must be able to operate a motor vehicle. Education and Experience Graduation from an accredited High School, vocational school, or equivalent. One to two years of previous housing or Section 8 experience is strongly desired, or an equivalent combination of education and experience to meet the required knowledge, skills, and abilities. Special Requirements 1. Possession of a valid driver's license. 2. Ability to be covered under the Authority's fidelity bond. 3. Ability to be covered by the Authority's automobile insurance.
