Summary:
The Recertification Specialist is responsible for the administration operations related to the recertification process for a HUD-subsidized senior apartment building and a Rent Stabilized LIHTC Property. This role involves communicating operational information to tenants and collaborating with the Building Superintendent, Security Guards, and other staff to maintain a pleasant, safe, and sanitary environment.
Essential Duties & Responsibilities:
- Conduct annual recertification of tenants to ensure continued eligibility.
- Oversee HUD-subsidized and low-income tax credit units.
- Prepare tenant files both physical and virtual to be AUDIT ready.
- Maintain all EIV files and reports.
- Prepare annual owner certifications, including HOME annual owner certification.
- Schedule and oversee Annual Management Review/Site Visits conducted by all regulatory agencies (city, state federal), such as Enterprise, HUD, HDC, HCR, HPD, and DHS.
- Instruct new tenants on apartment use and building regulations.
- Prepare and submit monthly, quarterly, and annual reports and filings as required by ownership, supervisory entities, and regulatory agencies.
- Prepare an annual budget if necessary.
- Document and address all occupancy-related issues, including tenant complaints, damage, and necessary repairs.
- Generate work orders, conduct annual inspections, and record findings in the maintenance module.
- Collaborate with the Building Superintendent to inspect buildings and grounds at least twice weekly, recording deficiencies and scheduling necessary repairs.
- Be available for emergency situations that may require evening work.
- Maintain familiarity with HUD, DHCR, HDC, and HPD regulations, including rent stabilization rules and regulations.
Qualifications:
- Associate's degree (High School Diploma/GED equivalency required).
- Computer literacy required.
- Certification in LITC, EIV or COS preferred
- Knowledge of Yardi/Voyager software preferred.
- Experience with Low-Income Housing Tax Credit and HUD regulations.
- Ability to accurately and consistently maintain logs and write reports.
- Knowledge of DHCR rules and regulations.
- Supervisory skills with the ability to manage staff and work collaboratively.
- Experience working with multi-ethnic seniors with compassion and confidence.
- Strong team-building and personnel supervisory skills.
- Bilingual skills in Greek, Spanish, Chinese, or Korean are a plus.
- Experience with property management software, particularly Yardi

Pay:
$55,000.00 - $65,000.00 per year
