PROPERTY MANAGER

Ownership and Regional Director of Compliance Position Summary The Property Manager is responsible for the overall day-to-day management, operations, resident services, maintenance coordination, financial administration, and regulatory compliance of the assigned property. The Property Manager serves as the primary point of contact for residents, applicants, vendors, building staff, and external agencies and is accountable for maintaining the property in accordance with company policies, lease requirements, HUD, NYCHA, HDC, LIHTC, HOME, HPD, DOB, and other applicable regulatory standards. The Property Manager directly oversees building operations and maintenance personnel, monitors property performance, ensures timely resolution of resident and building issues, and maintains the property's readiness for regulatory inspections. The Property Manager reports directly to the Regional Director of Compliance and is responsible for identifying issues, implementing corrective actions, maintaining accurate documentation, and ensuring property-level compliance and operational standards are met. Essential Duties and Responsibilities Property Operations & Resident Services Assume overall responsibility for the day-to-day operation and management of the assigned property. Serve as the primary point of contact for residents, prospective residents, vendors, contractors, agencies, and other stakeholders. Provide superior customer service and respond promptly and professionally to resident concerns, inquiries, and complaints. Conduct apartment showings and coordinate the leasing process for available units. Monitor property conditions and ensure the building is clean, safe, secure, and properly maintained. Directly supervise the Building Superintendent and all maintenance staff, including assigning responsibilities, monitoring performance, and ensuring completion of required work. Coordinate maintenance requests and repairs with residents, building staff, vendors, and contractors. Maintain accurate maintenance logs, work-order records, inspection documentation, violation records, and other required property records. Monitor lease compliance and enforce lease violations in accordance with applicable laws, regulations, and company policies. Rent Collection & Financial Administration Review tenant ledgers and the NYCHA register monthly to identify rent discrepancies, subsidy issues, and account inaccuracies. Review the monthly Aged Delinquency Report to identify tenant arrears and establish and monitor appropriate collection procedures. Issue written arrears notices and maintain documented follow-up procedures to reduce outstanding balances. Monitor rent collection and coordinate the resolution of payment discrepancies, subsidies, adjustments, and tenant account issues. Review and approve property invoices on a weekly basis, verifying that charges are accurate and services were properly rendered. Assist with the preparation of annual operating budgets and provide accurate property-level information regarding anticipated expenses and capital needs. Participate in month-end financial closeout and ensure required property documentation is completed accurately and timely. Affordable Housing & Regulatory Compliance Maintain overall responsibility for ensuring the property operates in compliance with applicable NYCHA, LIHTC, HOME, HDC, HUD, HPD, DOB, ECB, and other regulatory requirements. Manage annual tenant recertification activities for NYCHA, LIHTC, and HOME programs. Conduct LIHTC and HOME recertifications and ensure compliance with applicable eligibility requirements, including the full-time student rule. Collect, review, and maintain required tenant income and eligibility documentation. Ensure Tenant Income Certification forms are accurately completed and maintained. Screen initial applicants for vacant apartments and determine eligibility for LIHTC and HOME units in accordance with applicable program requirements. Ensure the "Next Available Unit Rule" is properly applied when required. Manage subsidy recertification processes and obtain required tenant documentation and signatures. Prepare lease renewal documentation and calculate rents in accordance with applicable HUD requirements, Rent Guidelines, regulatory requirements, and program restrictions. Coordinate lease renewal execution and obtain required resident signatures. Monitor compliance deadlines and ensure required certifications, reports, tenant files, and documentation are completed accurately and timely. Inspections, Violations & Building Compliance Maintain the property in a continuous state of readiness for NYCHA, HDC, tax credit, HPD, DOB, and other regulatory inspections. Coordinate and oversee regulatory inspections, including preparing the property, organizing required documentation, and escorting inspectors throughout the building. Monitor inspection findings and ensure deficiencies are assigned, corrected, documented, and closed within required timeframes. Monitor and cure building violations issued by HPD, DOB, ECB, and other NYC agencies in conjunction with staff. Coordinate the correction, certification, and removal of building violations with building staff, contractors, vendors, and applicable agencies. Conduct annual unit inspections and establish monthly apartment inspection schedules to ensure compliance with lease and regulatory requirements. Follow up on inspection deficiencies and ensure corrective actions are completed and properly documented. Maintain accurate records of violations, inspections, corrective actions, and regulatory correspondence. Reporting & Accountability Prepare and submit weekly and monthly property management reports, including information related to occupancy, rent collection, delinquency, violations, inspections, maintenance, capital projects, and compliance. Monitor property performance and promptly report material operational, financial, resident, or compliance concerns to the Regional Director of Compliance. Implement corrective action plans when deficiencies or compliance issues are identified. Maintain organized and accurate property files and ensure required documentation is readily available for management and regulatory review. Develop and implement procedures that improve resident service, property operations, compliance, collections, and overall building performance. Take ownership of property-level issues from identification through resolution and documentation. External Agency & Community Relations Interface with H+H, APS, social service organizations, referring agencies, regulatory agencies, vendors, contractors, and other external stakeholders. Coordinate with social service and referring agencies to address resident needs while maintaining appropriate property and program requirements. Establish and maintain professional relationships with vendors, contractors, inspectors, agency representatives, and community partners. Represent the property professionally during meetings, inspections, agency interactions, and resident matters. Accountability The Property Manager is accountable for the overall performance, condition, compliance, and day-to-day operation of the assigned property , including resident satisfaction, building operations, maintenance oversight, rent collection and arrears monitoring, affordable housing compliance, regulatory inspections, violations, reporting, and timely resolution of property-related issues. The Property Manager reports directly to Ownership and the Regional Director of Compliance and is expected to exercise independent judgment, take ownership of property operations, proactively identify risks, implement corrective measures, and ensure all regulatory and operational requirements are consistently met.
