Job Description

A well-established property management organization is seeking a Property Manager to join its team in Harrisburg, PA . This is an excellent opportunity for an experienced property management professional who is passionate about affordable housing, regulatory compliance, resident satisfaction, and building strong communities. About the Role The Property Manager will be responsible for the overall physical, financial, and program integrity of the property. The ideal candidate will have experience in affordable housing, budgeting, property operations, and compliance with HUD and LIHTC regulations. This position requires a highly organized and motivated professional who can effectively manage property operations, lead a team, maintain regulatory compliance, and provide an exceptional experience for residents. Key Responsibilities Maintain the physical, financial, and program integrity of the property. Ensure the proper use of state-specific LIHTC and HUD documents within property management software. Manage resident certifications and re-certifications, rent increases, utility allowance changes, occupancy levels, expense controls, customer satisfaction, management reviews, and agency inspections. Prepare required reports, including monthly management, weekly marketing, delinquency/occupancy, bad-debt write-off, and expense reports. Manage resident selection procedures in accordance with the Affirmative Fair Housing Marketing Plan and Resident Selection Criteria . Prepare for and participate in REAC inspections, Management and Occupancy Reviews (MORs), Investor Site Reviews, and LIHTC reviews . Assist with recruiting, hiring, onboarding, and training employees assigned to the property. Assist with employee performance reviews and provide performance-improvement counseling. Monitor property operations, budgets, and expenses to support the financial performance of the community. Maintain compliance with applicable HUD, LIHTC, Fair Housing, and state requirements. Build positive relationships with residents, employees, ownership, investors, agencies, and other stakeholders. Qualifications 2 years of college or 5 years of related property management experience preferred. Experience in affordable housing and/or multifamily property management preferred. Knowledge of HUD, LIHTC, Fair Housing, and related compliance regulations preferred. Experience with budgeting, financial reporting, and expense management. Proficiency with Microsoft Excel, Word, and Outlook . Experience with property management software and online database systems such as RealPage . One or more of the following certifications preferred: CPM
  • Certified Property Manager CPHM
  • Certified Public Housing Manager LIHTC Certification COS
  • Certified Occupancy Specialist Strong organizational, leadership, communication, and problem-solving skills.
Ability to manage multiple priorities while maintaining accuracy and attention to detail. Demonstrated ability to work effectively as part of a team committed to creating and maintaining strong communities.
