Candidates whose experience is limited to entry-level direct care (DSP) or running a single-site house without multi-site administrative and budgetary oversight will not qualify or be considered. Job Summary We are seeking an organized and highly capable Residential Manager to oversee daily operations across our agency. In collaboration with agency leadership, you'll provide administrative and operational support management for our close-knit, growing team of 13 staff , with two small residential homes serving four individuals . This hands-on, on-site role bridges staff support, scheduling, household logistics, and regulatory oversight. You'll help ensure homes are appropriately staffed, maintain compliance, track regulatory deadlines, and conduct internal audits. The role also requires clear accountability, sound judgment, and consistent communication with agency leadership. Strong knowledge of Pennsylvania ODP Chapter 6400 regulations is required. Responsibilities 1. Agency-Wide Oversight Directly oversee agency operations, including monitoring the performance of the Program Specialist to ensure all regulatory paperwork, note audits, and safety deadlines are met on time. 2. HR Compliance & Recruitment Manage the end-to-end recruitment & hiring pipeline for Direct Support Professionals (DSPs). Facilitate onboarding. Maintain employee files. Track and audit mandatory ODP staff training. 3. Staff Scheduling & Logistics Manage the master staff schedule for agency homes to ensure 24/7 staffing ratios. Serve as the primary contact for staff absences and emergency call-outs. Proactively address staffing gaps and controlling overtime expenses. 4. Financial & House Budgeting Manage household operational budgets, oversee petty cash, and audit individual resident ledgers to ensure absolute compliance with personal funds regulations. 5.
Logistics & Procurement:
Coordinate grocery shopping, supplies, and medical prescription refills in advance so the homes are always fully stocked. 6. Activity Logistics Coordinate DSP scheduling, transportation, and household activity budgets to fully execute the monthly community integration calendars designed by the Program Specialist. 7. Physical Site Inspections Maintain the physical homes and agency vehicles, ensuring all state inspections, maintenance, and safety equipment are up to date. 8. Direct Care Backup Serve as a safety net for the agency by stepping onto the floor to provide direct care support during critical staffing shortages or operational emergencies.
Requirements Experience:
4 years of administrative/supervisory experience in an ODP-funded Chapter 6400 setting.
Knowledge :
Strong familiarity with PA ODP licensing and quality management requirements under 6400 regulations.
Logistical & Multitasking Ability :
Proven ability to manage operational priorities, balance dynamic workloads, and maintain high accuracy under regulatory deadlines.
Organizational Excellence :
Exceptional organizational and communication skills with a systematic approach to document retention, file auditing, and data management.
Technical Skills :
