A Residential Community Manager manages operations for an apartment community. Responsible for the maintenance and profitability of the apartment community. May provide information about the community to prospective residents, troubleshoot issues with the buildings and community residents. May also review and approve new lease applications, or be responsible for negotiating and closing sales.
The Community Manager (a.k.a. Property Manager or General Manager) is responsible for, and fully accountable for, the day-to-day management of the property, meeting the goals of ownership and enhancing the value of the property. This is to be accomplished in a safe, proper and ethical manner consistent with the values and policies of the organization.
Supervises:
All on-site personnel. This includes assisting with hiring as well as motivating, directing and disciplining.

Full time hours as needed to effectively operate the property. This may include weekends and occasional off-hours emergency work.
QUALIFICATIONS
This position requires a high degree of energy, professionalism, diplomacy and general management skill. At a minimum, the Community Manager must have: A high school diploma or GED. A valid driver's license issued by the state in which the person resides. 2 years of on-site experience as a Leasing Consultant or Assistant Property Manager, or at least 3 years of experience in related customer service business with appropriate certification(s). A neat, clean and professional manner and appearance.
Must know how to use common Microsoft Office programs - Outlook, Word, Excel and PowerPoint Must be able to properly use property management software - ResMan experience is preferred. Be knowledgeable about major social media platforms and techniques for professional communication. Must have basic knowledge of accounting. Must be able to effectively and correctly communicate in writing. Must be able knowledgeable in the use of: telephone, computer, copy machine/scanner and business calculator. Should have basic knowledge of maintenance equipment and methods. Must be knowledgeable about Fair Housing Laws and OSHA requirements.
PHYSICAL DEMANDS OF THE JOB
Inspection of the community will include attics and climbing of stairs and ladders. The position may require lifting, carrying, and pushing, pulling 25 lbs. occasionally, frequently up to 15 lbs. or negligible amounts constantly. Can include walking and/or standing frequently even though weight is negligible.
KEY RESPONSIBILITIES OPERATE THE PROPERTY IN A SAFE AND PROFESSIONAL MANNER
Ensure that all employees are trained, encouraged and monitored to work safely at all times. Ensure that qualifying criteria for residents and employees are consistently adhered to and that all staff remain diligent regarding the safety and security of the property. Ensure the highest standards of customer service are maintained with both owners and residents. Ensure that all clients, residents, team members and vendors are treated fairly, ethically, and legally. Maintain positive relationships with city officials, regulators, neighbors, competitors, and others in the community to promote the good name of the company and the property. Ensure that all staff present themselves professionally at all times. Participate with the local apartment association and adhere to all membership requirements.
GENERATE REVENUE FOR THE PROPERTY
Ensure property is rented to its fullest capacity Ensure deposits, rental payments, late charges and other monies are collected on a timely basis and accounted for properly Maintain property appearance and ensure repairs are documented and completed on timely basis (this requires regular property inspections and tours)
RESIDENT RELATIONS AND RETENTION
Ensure all staff are trained and utilizing effective customer service and leasing techniques Ensure continued resident satisfaction through regular personal communication. Performance is up to standard when at least 15% of residents are personally contacted monthly to confirm maintenance satisfaction, stop turnover, and address any problems or potential problems. Deal with resident concerns and requests on timely basis to ensure resident satisfaction with management. Performance is up to standard when all complaints are resolved to the resident's satisfaction within 24 hours. Develop and/or implement resident retention programs (i.e., resident functions, special promotions, monthly newsletters, etc.). Performance is up to standard when at least 45% of expiring leases are renewed. Review all notices to vacate to determine the cause of the move-out. Consistently enforce all policies of the community.
MARKETING AND LEASING
Lease the maximum number of units possible at approved rates and within approved guidelines. Performance is up to standard when 95% economic occupancy and delinquent rent loss of less than 1% is achieved monthly and maintained. Implement marketing plans. Performance is up to standard when the marketing plan accurately defines the challenges, objectives, and specific goals required to achieve the desired results. Fully utilize available digital marketing and social media channels. Ensure the property is presented professionally, consistently and continuously in an inviting and positive manner. Personally conductoutside marketing visits. Performance is up to standard when at least five (5) marketing contacts are made each week. Maintaining proper model units where possible. Ensure all guest card, tracking and follow up procedures are followed. Continually monitor and analyze traffic logs, conversion ratios, budget guidelines, renewal information, marketing data etc. to give up-to-date and proper information when requested Fully comprehend, and be able to explain, every paragraph of the lease contract. Performance is up to standard when: o When closing ratios are 50% or better o All leased apartments meet company standards of make-ready. o All approved applications meet company criteria. Ensure all leasing and move-in procedures are followed correctly. Give final approval or denial on all lease applications. Provide orientation to all new residents.
MAINTAIN THE ASSET AND CONTROL PROPERTY EXPENDITURES
Maintain the value of the property by ensuring that all maintenance and repairs are completed timely and effectively at optimum cost and within authorized spending limits. Performance is up to standard when, after purchasing all necessary items, budget and spending levels are not exceeded. Maintain high standards with landscaping and curb appeal. Performance is up to standard when the curb appeal is fresh and inviting at all times and when landscaping is always neatly groomed. Be fully aware of, and in compliance with, all ADA requirements. Conduct inspections of the community at least weekly and ensure routine maintenance is completed as scheduled or assigned and supervise a Preventative Maintenance program. Give direction to and monitor maintenance, construction, and rehabilitation activities to ensure quality and expediency (i.e. "walk" units to ensure make-ready and work orders are completed) Plan and control labor to ensure payroll costs remain within budgeted limits. Ensure that all bidding and purchasing policies are correctly followed. Ensure that all utilities and services are monitored, delivered properly and billed correctly. Ensure that all invoices are properly coded and reviewed for correctness before approving. Strictly adhere to key control policies and secure offices and storerooms at all times. Ensure that all inventory is monitored, controlled and secured. Inspect all units before move-in and after move-out. Assure quality and quantity of market ready apartments. Keep the status board or online equivalent is up to date. Plan, schedule and supervise approved major repairs and property improvements. Also, submit recommendations for unscheduled major repairs and understand resident legal considerations as they relate to repairs, changes, or improvements.
ADMINISTRATIVE & FINANCIAL
Ensure all administrative paperwork is accurate, complete, and submitted on a timely basis Assist in preparing annual budgets and income projections, then ensure that all operations and functions remain within the budget. Performance is up to standard when out-of-budget requests are pre-approved and are accurately explained and a complete understanding of monthly statements is achieved. Make recommendations regarding rental rates and concessions based on local market intelligence. Initiate when necessary legal action, documents and process in accordance with State and Company guidelines. Ensure that the office is opened and closed on schedule and maintained in a clean and organized fashion. Ensure that telephones are properly answered either directly or by the answering system and that all resident and prospect inquiries are responded to timely. Prepare and/or implement procedures and systems within company guidelines to ensure orderly, efficient workflow. Maintain accurate records of all property transactions (i.e. rent rolls, delinquency reports, etc.) Ensure that all vendors and contractors work within company guidelines, maintain certificates of insurance and submit invoices properly and timely. Maintain a correct petty cash fund and submit requests for replenishment timely. Properly utilize all functions and capabilities of the management software. Ensure that all leases are legally executed, complete and filed correctly. Ensure all paperwork is accurate, complete and submitted on a timely basis.

HUMAN RESOURCES
Assist with identifying candidates and completing hiring of site-level personnel as directed. Train, motivate and supervise all on-site staff in order to achieve operational goals. This includes new employee orientation and training, ongoing formal and informal performance evaluation, review and approval of timesheets, instructing and advising on-site staff of employee procedures and guidelines. Conduct Performance Evaluations in accordance with review guidelines. Provide comprehensive feedback to non-performing employees. Facilitate disciplinary procedures and documentation up to and including termination if necessary. Plan weekly and daily staff schedules and assignments with appropriate input from the Maintenance Lead. Effectively utilize and minimize overtime for all hourly staff. Ensure staff compliance and consistency with Company policies and procedures Provide support to staff to encourage teamwork and lead as an example in creating a harmonious environment.
RISK MANAGEMENT
Learn and ensure compliance with all company, local, state and federal safety rules. Ensure that unsafe conditions are corrected in a timely manner. Make certain that each associate is aware of emergency procedures and their responsibility in an emergency. Maintain all access and safety devices and provide residents with 24-hour emergency maintenance service. Educate residents to contact local law enforcement agencies for any life threatening, law breaking occurrences or suspicious activities. Lead the emergency team for the community. Ensure proper response and handling of all community emergencies with staff, residents, buildings, etc. within company guidelines to minimize liabilities (i.e., criminal activity on community, employee/resident injuries, fires, floods, freezes, etc.). Report all liabilities and community incidents to senior management immediately.
PROFESSIONAL DEVELOPMENT
Maintain awareness of market and industry conditions and trends via trade publications, professional organizations, etc. Periodically attend industry events and functions. Complete appropriate continuing education courses.
