ABOUT ELEVATED IMPACT YOUTH COLLECTIVE

Elevated Impact Youth Collective (EIYC) is a youth-centered residential organization committed to providing safe, structured, supportive, and trauma-informed environments for young people. EIYC-Tacoma is a newly established Washington group care program preparing for licensure through the Washington State Department of Children, Youth, and Families (DCYF). Our Tacoma program will serve girls in a residential setting, including youth who may have experienced trauma, behavioral challenges, instability, commercial sexual exploitation/sex trafficking, or other circumstances requiring structured residential support.

POSITION SUMMARY

The Program Manager is the primary day-to-day operational leader of EIYC-Tacoma and reports to the Executive Director. The Program Manager is responsible for overseeing daily programming, supervising Care Coordinators and Direct Care Staff, monitoring staff development and training, overseeing implementation of individual youth service plans, and supporting compliance with EIYC policies and applicable Washington DCYF requirements.

PRIMARY RESPONSIBILITIES

Coordinate and oversee day-to-day residential programming. Supervise Care Coordinators, Direct Care Staff, and applicable volunteers. Monitor staffing coverage and youth supervision requirements. Monitor employee orientation, training, and professional development. Oversee youth records and implementation of individual service plans. Participate in Child and Family Team meetings and other case-planning meetings as applicable. Communicate professionally with DCYF caseworkers and other authorized professionals. Monitor each youth's changing behavioral, supervision, safety, and service needs. Identify situations in which a youth may require increased supervision, additional staffing, enhanced services, or additional resources. Compile and communicate documentation supporting requests for additional services or resources when a youth's documented needs exceed existing authorized supports. Assist with admissions, transitions, and discharge planning. Oversee incident documentation and required follow-up. Ensure youth and family information remains confidential. Monitor implementation of EIYC policies and procedures. Assist the Executive Director with licensing, compliance, quality assurance, and program development. Maintain appropriate communication and availability as required by EIYC and applicable Washington regulations. Perform other duties necessary for the safe and compliant operation of EIYC-Tacoma.

MINIMUM QUALIFICATIONS

Candidates must meet applicable Washington DCYF qualification requirements for a Group Care Facility Program Manager.

Qualifying pathways may include:

Bachelor's degree from an accredited college or university and at least one year of applicable or transferable full-time experience with the population served, including supervisory experience; OR Associate degree, 90 quarter credits, or 60 semester credits from an accredited college or university and at least two years of applicable or transferable full-time experience, including supervisory experience; OR At least three years of applicable or transferable full-time experience, including supervisory experience.

PREFERRED EXPERIENCE EIYC

strongly prefers candidates with experience in one or more of the following: Washington State DCYF programs Youth residential or group care Behavior Rehabilitation Services (BRS) Child welfare Adolescent girls Trauma-informed residential care Commercial sexual exploitation/sex trafficking Child and Family Team meetings Case coordination Crisis intervention and de-escalation Behavioral health Advocating for enhanced supervision, individualized services, or additional resources for youth

BACKGROUND CHECK REQUIREMENTS

Employment with EIYC-Tacoma is contingent upon successful completion and continued eligibility under TWO separate background screening processes: 1. An independent employment background screening required by Elevated Impact Youth Collective; and 2. The background authorization and clearance required by the Washington State Department of Children, Youth, and Families (DCYF). Candidates must successfully satisfy both requirements before beginning work when required by applicable law or regulation.

TRAINING REQUIREMENTS

Selected candidates must successfully complete all orientation, preservice, safety, and ongoing training required by EIYC and Washington DCYF for their position.

CONTINGENT EMPLOYMENT NOTICE

EIYC-Tacoma is currently in its licensing and startup phase. Candidates may be interviewed and conditionally selected before the facility begins accepting youth. Any employment offer and start date may be contingent upon: EIYC-Tacoma obtaining required licensing and operational approvals Successful completion of both required background screening processes Verification of required qualifications Successful completion of required training Completion of required employment documentation Establishment of the facility's official staffing/start date Selection for a position does not guarantee an immediate start date.
