What they do
A Fiscal Director or Budget Director manages the budget and finance department of government agencies or cities. They manage the operations of the budget and finance department; including leading analysts and staff. They review and make recommendations on budget requests and options in terms of policy, programs and objectives for the agency or city while ensuring compliance with policies, procedures, regulations and statutes. They are responsible for the accumulation of data to support the development of financial analysis and budgeting, including the preparation of quarterly, monthly and annual financial performance measures.

Job Description
- Develop and communicate a compelling strategic vision for the organization over the next 2-5 years.
- Lead implementation of strategic priorities with measurable goals and accountability.
- Identify emerging trends in homelessness, affordable housing, behavioral health, funding opportunities, and public policy that may affect the organization's future.
- Position the organization to proactively respond to changes in community needs and funding environments.
- Foster innovation while maintaining focus on the organization's mission and long-term sustainability. Organizational Leadership
- Provide inspirational leadership that empowers staff while fostering accountability and high performance.
- Build an organizational culture rooted in trust, collaboration, transparency, and continuous improvement.
- Recruit, develop, mentor, and retain talented staff.
- Support leadership development throughout the organization.
- Ensure operational excellence across all programs and administrative functions.
- Partner effectively with the Board of Directors by providing timely information, strategic recommendations, and organizational insight. Financial Stewardship
- Lead the organization's long-term financial sustainability strategy.
- Develop and oversee annual budgets, forecasts, and financial planning.
- Monitor financial performance and implement strategies that strengthen fiscal health.
- Ensure sound financial controls, compliance, and responsible stewardship of public and private funds.
- Identify opportunities to diversify revenue sources and reduce financial risk. Community & External Relations
- Serve as the primary ambassador for True North Housing Alliance.
- Build and maintain trusted relationships with local, regional, and state government leaders.
- Strengthen partnerships with funders, donors, foundations, businesses, healthcare organizations, and community partners.
- Lead fundraising efforts in partnership with the Board and development staff.
- Represent the organization in public forums, coalitions, media opportunities, and community events.
- Advocate for policies and initiatives that improve outcomes for individuals experiencing homelessness. Program Oversight
- Ensure programs consistently deliver high-quality, client-centered services.
- Monitor organizational outcomes using data and continuous improvement practices.
- Ensure compliance with applicable regulations, contracts, grants, and accreditation standards.

- Build a productive partnership with the Board of Directors.
- Support effective governance by providing strategic guidance, operational updates, and organizational performance information.
- Assist the Board in strategic planning, policy development, and organizational assessment. Required Qualifications
- Bachelor's degree in nonprofit management, public administration, business administration, social work, public policy, or a related field (Master's degree preferred).
- Three or more years of relevant executive or senior leadership experience, preferably within a nonprofit or mission-driven organization.
- Demonstrated success leading organizational strategy and implementing transformational initiatives.
- Financial management experience, including budgeting, forecasting, financial analysis, and organizational sustainability.
- Experience managing complex organizations with multiple programs, funding sources, and stakeholder groups.
- Proven success building relationships with government agencies, elected officials, funders, donors, foundations, and community organizations.
- Experience leading fundraising efforts, grant development, and donor engagement.
- Strong understanding of nonprofit governance and working effectively with Boards of Directors.
- Excellent written, verbal, and public speaking skills.
- Experience supervising and developing high-performing teams. Preferred Qualifications
- Seven or more years of experience serving organizations focused on homelessness, affordable housing, behavioral health, human services, or related community programs.
- Experience managing an operational budget of $1.5-5 million or more
- Knowledge of California homelessness programs, housing policy, and funding streams.
- Familiarity with Continuum of Care (CoC), HUD, CalAIM, Medi-Cal, ESG, HHAP, and other relevant funding programs.
- Experience working with local, county, and state government.
- Experience leading organizations through periods of growth, financial stabilization, or organizational transformation.
- Experience working with labor-intensive, 24/7 service organizations.
