DIRECTOR - CENTRAL CALIFORNIA PUBLIC HEALTH CONSORTIUM JOB ANNOUNCEMENT

POSITION SUMMARY:
Full-time, generously benefited position with the Central California Public Health Consortium through the California State University, Fresno Foundation. The Central California Public Health Consortium (Consortium) is a membership organization composed of Public Health Departments across Central California. The Consortium provides leadership for a regional health agenda that addresses the social drivers of health in the San Joaquin Valley and adjoining mountain communities with an aim to achieve health equity for all residents. In partnership with Central California Center for Health and Human Services at California State University, Fresno, the Consortium engages in strategic planning, training, action-oriented policy development and research to improve the quality and responsiveness of public health programs in the Central California region. This position is a full-time, benefited (based on available funding) Foundation exempt position. The Consortium Director (Director) serves as the lead staff driving the development, implementation, oversight, and evaluation of all Consortium activities. The Director provides strategic and operational leadership; advances Consortium priorities through strong advocacy and external engagement; manages resources with a strong fiscal orientation and accountability; and translates organizational goals into measurable action. The Director leads membership engagement; communication, and collaboration; builds and maintains strategic relationships with local, regional, and statewide partners; serves as a key liaison and advocate for the Consortium's interests; and provides direction and accountability for staff assignments and workplans. The Director analyzes public health policy, trends, and practices; develops clear, compelling policy and public-facing communications; and designs and advances strategies that support Consortium priorities and influence issues affecting the region and its communities. The Director identifies and secures funding and other resources, exercises strong fiscal stewardship, and develops partnerships that strengthen the Consortium's capacity and sustainability. The Director reports regularly to the Consortium's leadership committee, provides clear recommendations and timely updates, and supports informed decision-making while managing the day-to-day business of the Consortium. The role requires relationship-building and consensus-building skills, the ability to navigate diverse perspectives and strong personalities, manage competing priorities, anticipate challenges, and take decisive action to keep the Consortium focused, responsive, and results-oriented. As an employee of the California State University, Fresno Foundation, Central California Center for Health and Human Services, the Director reports to the Center's Assistant Director and takes directions from, and works closely with, the Consortium leadership committee.
ESSENTIAL JOB FUNCTIONS
Under the supervision of the Center Assistant Director, the incumbent will be responsible for the following operations. Typical duties include, but are not limited to: Strategic Planning and Program Development Provide strategic and operational leadership for the Consortium, ensuring activities advance its mission, priorities, and goals. Develop, implement, oversee, and evaluate Consortium programs, initiatives, and strategic priorities. Develop and execute strategies that advance Consortium priorities, strengthen partnerships, and increase the Consortium's regional impact and influence. Understand and apply epidemiological data to program and/or communication development. Resource Development and Sustainability Identify and secure grants, contracts, partnerships, and other resources while providing strong fiscal oversight and accountability for Consortium funds. Partnership Building and External Relations Build and maintain strategic relationships with local, regional, and state partners and serve as a key advocate and spokesperson for Consortium priorities. Represents the Consortium in statewide efforts addressing equity, advocacy and policy actions which examine social determinants of health and impact to the region. Represent the Consortium in community, regional, and statewide professional forums, and identify opportunities to strengthen its visibility, capacity, sustainability, and impact. Policy Analysis and Advocacy Monitor and analyze public health policy, legislation, trends, and emerging issues, and translate findings into actionable recommendations, communications, and advocacy strategies. Leadership and Staff Management Lead and facilitate Consortium membership and leadership committee meetings, and provide regular reports, recommendations, and updates. Direct staff assignments, and workplans, and deliverables while also managing the day-to-day operations and business of the Consortium. Navigate diverse perspectives, competing priorities, and strong personalities, while building consensus, maintaining productive relationships, and keeping work focused on results. Foster a collaborative, innovative, and high-performing team culture. Other Responsibilities Other duties as assigned.
POSITION REQUIREMENTS

Required:
Bachelor's degree in Public Health, Public Administration, Business Administration or related field. Five (5) to seven (7) years of full-time professional experience in public health or related field. Minimum of two (2) years of supervisory experience. Demonstrated understanding and practical application of the 10 Essential Public Health services within local public health departments. Demonstrated understanding of social determinants of health, health equity and their impact on population health and well-being. Knowledge of the demographic, socioeconomic, environmental, political, and health factors affecting the Consortium's region. Demonstrated understanding of local and state government operations and experience engaging effectively with government partners. Demonstrated ability to interpret proposed and existing policies and legislation and develop advocacy positions that reflect local public health conditions and Consortium priorities. Demonstrated ability to interpret and apply epidemiological and other public health data to identify issues, inform strategies, and effectively communicate public health. Demonstrated success to secure grant funding and maintain productive relationships with funding sources. Proficiency in the communication of complex issues in meaningful oral, written, visual, and web-based forms for a variety of audiences. Demonstrated ability to effectively communicate publicly, facilitate groups, and build consensus among diverse stakeholders. Demonstrated ability to work independently, exercise initiative, and develop strategic, forward-thinking approaches to complex issues. Experience building effective relationships and collaborating with a broad range of agencies, organizations, and communities. Demonstrated ability to coordinate multiple working groups, priorities, activities and communication needs effectively and efficiently. Prior oversight of staff, budgets and meeting organizational goals and program objectives. Proficiency in current workplace technology, including Microsoft 365, Google Workspace, artificial intelligence (AI) tools, collaboration platforms, and other relevant software systems. Valid driver's license and reliable vehicle with required insurance, as driving is a requirement of the position.
Preferred:
Master's degree in Public Health, Public Administration, Business Administration or related field. Two (2) or more years of management/organizational development experience preferred. Current or previous employment in a state or local government agency preferred.
COMPENSATION
$ 8,750 - $ 10,416 per month ($ 105,000 - $ 125,000 annually). Salary will be commensurate and competitive with experience and qualifications. Benefits include 100% employer-paid medical benefits, competitive dental, vision, life, and 401(k), vacation, sick leave, and holiday pay.
