The ideal candidate will have excellent communication and interpersonal skills and will be able to motivate and inspire staff, foster a high-performing and team-oriented work environment, and provide guidance and employee development while ensuring a culture of accountability, integrity and respect. A propensity to understand and implement complex policies and governmental regulations is required. The successful candidate will have a proven track record and demonstrate the desire to encourage employee engagement, collaboration, and open dialogue.
WHAT YOU'LL DO
Provide oversight of operational and technical functions for the Oxnard Housing Authority's housing programs, including but not limited to the Housing Choice Voucher, Public Housing, Family Self-Sufficiency, Capital Fund, and Resident Opportunities and Self-Sufficiency Program. Oversee rental assistance payments, rental subsidies, and tenant/property owner agreements and contracts. Ensure program participants and properties comply with applicable physical property inspection requirements Assists in the preparation and monitoring of budgets, funding allocations and required program reports Assist in the development, implementation, and maintenance of policies and procedures to support effective program administration. Ensure compliance with applicable federal, state, and local regulations Plan, develop, implement, and supervise special programs Serve as primary liaison with landlords, tenant associations, and community stakeholders Carry out research and assist with planning, monitoring, and facilitating the conversion of public housing units Researches, responds, mediates and provides resolutions to landlord and tenant disputes Conducts quality control reviews and evaluates the performance of the Housing Authority.

DISTINGUISHING CHARACTERISTICS
This classification is distinguished from the Administrative Services Administrator/Supervisor in that it serves as a second-level supervisor over multiple units and/or functions, providing oversight of daily operations and directing workflow.
SUPERVISION EXERCISED/ SUPERVISION RECEIVED
Incumbents oversee the conduct of performance evaluations, training, and hiring, discipline, and termination procedures as well as directly supervise management, professional, paraprofessional, and support staff, as assigned. Receives general direction and exercises direct and indirect supervision over assigned staff.
WORK SCHEDULE
The normal work week is Monday through Thursday, 8:00 am to 6:00 pm, and alternating Fridays, 8:00 am to 5:00 pm. Depending on the work assignment, staff may be assigned to a shift that is outside the standard work hours. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment, but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work. Essential Functions This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.
ESSENTIAL DUTIES
Oversees the conduct of performance evaluations, training, hiring, discipline, and termination procedures, as well as directly supervises management and staff Plans, manages and oversees daily operations of assigned units and/or functions; directs and oversees the implementation of goals and objectives. Conducts and participates in departmental staff meetings and meetings with other departments, City leadership and the public; interprets policy and regulations; serves as a City representative and provides consultation, guidance, and issue resolution related to assignment area. Reviews and/or prepares a variety of reports, statements, regulatory documents, policies, procedures and/or study analyses; analyzes information and recommends and implements decisions and processes Develops, implements and monitors adherence to policies, procedures, standards and applicable laws and regulations. Participates in the development and management of assigned budget; monitors expenditures and budget compliance; prepares forecasts and recommendations related to resource requirements. Performs other duties of a similar nature and level as assigned.
POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE
Positions assigned to housing may be responsible for: Managing City housing authority programs including public housing, assisted-housing, rehabilitation, fair-housing and homeless assistance; Representing the City on matters of housing policy and regulation. Minimum Qualifications The following are the minimum qualifications necessary for entry into the classification:
EDUCATION
Bachelor's degree in business administration, finance, accounting or related field
EXPERIENCE
Six (6) years of journey-level professional experience in area related to assignment and two (2) years of supervisory experience
LICENSING/CERTIFICATIONS
Valid Class C California Driver's License with a satisfactory driving record
OTHER REQUIREMENTS
Must be able to effectively communicate in English, both orally and in writing.
HIGHLY DESIRABLE
Knowledge of HUD and similar federally funded programs, including the Housing Choice Voucher Program, homeless housing programs, and Low-Income Housing Tax Credit (LIHTC) programs, as well as other federal funding mechanisms. Understanding of federally funded and regulated program environments and the principles and practices of public administration, including planning, budgeting, cash-flow monitoring, variance reporting, and government accounting Bilingual proficiency in Spanish, particularly the ability to communicate effectively with members of the public. NOTE:
For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools. Candidates must be proficient and comfortable with computer use to perform functions associated with ongoing work. Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions. Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis. This position requires a 12-month probationary period. Internal applicant probationary periods will be governed by the applicable MOU. Pursuant to California Government Code Section 3100, all public employees are required to serve as disaster service workers subject to such disaster service activities as may be assigned to them. Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Safety Designated Positions:
New members (as defined by PEPRA), 2.7% @ 57; "Classic" members 3% @ 50. The employee will be required to pay a portion of their annual earnings toward their retirement depending on their relevant MOU. The City of Oxnard does not participate in social security.
Vacation/Annual Accrual Rates:
Leave accrual rates vary between 6.24 - 11.78 hours per pay period based on years of service.
Administrative Leave:
Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.
Deferred Compensation:
The City contributes 1% of employee salary to a 401(a) plan of its choosing. Retirement Health Savings The City contributes 1% to a retirement health savings account.
Bilingual Pay:
A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.
Health and Dental:
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below: Level One - For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two. Level Two - For employees hired on or after January 1, 2023, the City will contribute $2,054 per month towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will provide $66.80 per month towards dental insurance.
Holidays:
The City observes 12 holidays per year
Life Insurance:
City employees receive Basic Life Coverage ($7,500) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.
Tuition Reimbursement:
Full-time employees are eligible for 100% reimbursement for work-related coursework up to a maximum of $5,000 per fiscal year.
