Job Description

Associate Director, Development - Affordable HousingPosition OverviewThe Associate Director, Development will lead and advance the planning, financing and delivery of high-quality affordable housing projects. Reporting to senior leadership, this role oversees development pipelines, secures LIHTC and other subsidy resources, coordinates project teams, and drives schedules and budgets to achieve timely, compliant, and cost-effective project delivery that meets community needs.

Key ResponsibilitiesLead project development from site acquisition through lease-up, including due diligence, entitlements, and closing.

Manage LIHTC and other subsidy applications and compliance processes; prepare and review allocation requests, thresholds, and award packages.

Develop, review and maintain proformas and project financial models to optimize capital stacks and ensure project feasibility.

Coordinate cross-functional teams including architects, contractors, property managers, legal counsel, and finance to meet programmatic and timeline goals.

Prepare and present project status updates, board materials, and funding requests to internal and external stakeholders.

Oversee construction monitoring and draw processes; verify contractor invoices, change orders, and compliance with budget and schedule.

Negotiate key agreements such as purchase and sale, construction contracts, and lender documents in partnership with legal and finance teams.

Establish and maintain relationships with public agencies, funders, tax-credit syndicators, lenders, and community partners.

Implement and monitor project budgets, cost controls, and risk mitigation strategies to protect schedule and financial performance.

Ensure regulatory and program compliance (LIHTC, HOME, other subsidized housing programs) throughout development and stabilization phases.

QualificationsBachelors degree in real estate development, urban planning, finance, construction management or related field; Masters degree preferred.7+ years of progressive affordable housing development experience with demonstrated leadership on multiple projects.

Proven expertise with LIHTC (9% and 4%) program rules, application processes, and compliance requirements.

Strong financial modeling skills and experience preparing and reviewing proformas, budgets, and capital stacks.

Experience managing multifamily residential projects, including site acquisition, entitlements, and construction oversight.

Excellent written and verbal communication skills, with experience presenting to boards, public agencies, and investors.

Ability to negotiate contracts and work collaboratively with attorneys, lenders, and public partners.

Strong organizational skills with a track record of meeting deadlines and managing competing priorities.

Proficiency with development-related software and tools; familiarity with drawing review and construction monitoring processes.

direct experience with multifamily operations, advanced proforma modeling, construction administration, and detailed budget management.
