Housing Manager - Rent Program City of San Leandro, CA - 4.0 San Leandro, CA Job Details Full-time $12,492 - $15,184 a month 11 hours ago Qualifications Research Full Job Description The Position Under general direction, plans, organizes, oversees, coordinates, and manages the City's tenant protection programs (Rent Program) staff, projects, and programs; supervises and performs complex professional work which may include but is not limited to residential rent stabilization and rental registry regulations and enforcements, tenant and landlord education, mobile home space rent stabilization ordinance and other regulatory compliance regarding tenant protections; acts as liaison for the City with a variety of private, public, and community organizations and regulatory agencies; conducts studies and develops recommendations for action, policies, and procedures; manages the effective use of program resources to improve organizational productivity and customer service; provides complex and responsible support to management staff; and performs related duties as assigned. Distinguishing Characteristics This classification is responsible for planning, organizing, and managing the operations of the City's Rent Program including the administration of the City's tenant protection policies under the City's adopted ordinances. Incumbents are responsible for performing diverse, specialized and complex work involving significant accountability and decision-making responsibilities in overseeing the day-to-day operations of the City's Rent Program. Incumbents exercise considerable discretion and independent judgment in developing and implementing program components, which may include regulatory enforcement, education, and policy analysis. Incumbents serve as a specialist, liaison, and advocate for the program, with regular contact and interactions with City senior management positions, other public agencies, public and private community organizations, regulatory and governmental agencies, and members of the public. Supervision Exercised and Received Exercises direct supervision over professional, technical and administrative support staff. Receives general direction from the Community Development Director or designee. Duties and Responsibilities Examples of Typical Job Functions The typical job functions of the classification may include, but are not limited to, the functions below and are subject to changes in operational necessity. Assumes management responsibility for Rent Program staff, operations, projects, programs, and strategies. Participates in the development and implementation of program goals, objectives, policies, and priorities; prepares and administers the program's work plan; recommends within policy, appropriate service levels; recommends and administers policies and procedures. Develops and implements policies, procedures, and guidelines for the administration and enforcement of the City's tenant protection ordinances, including but not limited to the Residential Rent Stabilization Ordinance and Rent Registry Ordinance, and may include the Mobile Home Space Rent Stabilization Ordinance, and Tenant Relocation Ordinance. Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with City specifications and service quality. Coordinates the collection and maintenance of rental property data in the City's Rent Registry; monitors compliance with registration and fee requirements; generates periodic reports. Represents the City in meetings with landlords, tenants, legal representatives, and community organizations; conducts public workshops and outreach events to educate stakeholders. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the areas of rent stabilization, eviction protection, and landlord-tenant relations; researches emerging products and enhancements and their applicability to City needs; and For more detailed information about this job classification, visit Housing Manager. Qualifications Experience and Education Guidelines Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Education :
Equivalent to a bachelor's degree from an accredited college or university with major coursework in urban planning, economics, business or public administration or a related field.
Experience :
Five (5) years of increasingly responsible experience in affordable housing, economic development, community development, and/or real estate. Additional Information
