April 20, 2026 4% COLA effective 07/01/2026 4% COLA effective 07/01/2027 Under general direction of the Public Affairs Manager, the Film Liaison coordinates and administers the activity between the City of South Pasadena and film production companies; serves as the principal contact with the public regarding filing information and complaints; markets South Pasadena as a location for the film industry; provides support to the Public Affairs Manager, including assisting with public information efforts, community outreach, and media-related initiatives; and performs a variety of administrative, clerical, and program support duties. The duties listed below are examples of the work typically performed by the employee in this position. The employee may not be assigned all duties listed and may be assigned duties which are not listed below. Plans, organizes, and coordinates the activities required for the issuing of film permits within the City of South Pasadena. Locates sources of information, devises forms to secure data, and determines proper format of the finished product; and acts as a resource to the public, City departments, and other agencies on the City's Film Policy. Serves as the liaison between production companies, City departments, such as the Community Development Department, Fire Department, Police Department, Public Works Department and City Manager's Office, as well as with the community, who may be involved in the various aspects of filming activities. Assists with the logistical needs of film companies; compiles various narrative and statistical reports and analyses; and assists in preparing and disseminating information to the public and City departments. Performs clerical and support tasks including typing, filing, and maintaining materials, arranging meetings and conferences, processing forms, records and reports, responding to inquiries, requests and complaints. Develops and create graphic materials, including but not limited to social media posts, flyers, brochures, short-form videos, website content, and other graphic materials. Supports and tracks progress of communication campaigns for various City Departments. Reviews and monitors content from City website and social media pages. Edits and proofreads communication materials including newsletters, press releases, and public statements. Photographs and take videos on behalf of the City as requested. Any combination of training, education, and experience that demonstrates the ability to perform the essential duties of this position. A typical way to obtain the knowledge, skills and abilities would be to have: Four years of increasingly responsible public contact experience including resolving citizens complaints, preparing and maintaining administrative, financial, fiscal, statistical records and reports, and performing other administrative/clerical duties; or two years of experience working in the film industry. A Bachelor's degree from an accredited college or university with a major in Public Relations, Film/Media Studies, Journalism, Public Administration, or closely related field. Such education may be substituted for up to two (2) years of required experience.Desirable Qualifications:
Experience coordinating activities for a public agency with film industries that include, but not limited to, film permit coordination and film production support or location management.Knowledge of:
Basic familiarity of public administration and local government, film industry, public relations and community outreach. Principles and practices of designing, marketing, advertising, civic engagement, and communications programs. Film permitting processes, production logistics, and location management. Customer service principles and conflict resolution techniques. Report writing. Modern office practices and procedures. Technical and financial record keeping. Proper English usage and grammar.Ability to:
Act as a resource to the public and City personnel; establish and maintain effective working relationships. Coordinate complex activities involving multiple internal and external stakeholders. Interpret and apply City policies, procedures, and permit requirements. Exercise sound judgement and professionalism when responding to public inquiries or media requests. Work effectively toward established organizational goals. Communicate effectively orally and in writing. Manage multiple tasks and personalities.
