BENT COUNTY POSITION DESCRIPTION
County Administrator
DESCRIPTION OF WORK
General Statement of Duties:
Performs high-level administrative, technical and professional work in carrying out county government programs under the direction of the Board of County Commissioners. Exercises general direction and supervision over administrative, technical, and clerical personnel; functions as liaison with other Elected Officials and/or Department Heads in directing and supervising the administration of county government.
SUPERVISION RECEIVED
Works under the broad policy guidance of the Board of County Commissioners.
SUPERVISION EXERCISED
Exercises supervision over staff in accounting and non-accounting areas either directly or through subordinate supervisors.
ESSENTIAL DUTIES ANDRESPONSIBILITIES 1.
Manages and administers assigned budgets including setting priorities for budgets based on operational planning short and long-term goals. Performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time. 2. Works with Elected Officials and Department Heads in their operational, as well as long-term planning. Assures the quality of programs through an effective evaluation process. 3. Manages and supervises Finance Officer, Human Resources, Payroll, Administrative Support, Building Maintenance Supervisor, Custodians, Veteran's Service Officer and others. 4. Provides direct supervision of staff by assigning and delegating tasks, providing direction, resolving performance problems, communicating job expectations, completing performance evaluations, training employees and encouraging professional development opportunities. 5. Ensures staff compliance with related County policy and procedure, administrative rules, state and federal laws and regulations, as well as best practices in each of their fields of practice. 6. Provides leadership and direction in the development of short and long-range plans; gathers, interprets and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed. 7. Provides professional advice to the Board of Commissioners and department heads. Makes presentations to councils, boards, commissions, civic groups and the general public. 8. Works with constituents, departments and elected officials to analyze/solve issues. 9. Communicates official plans, policies and procedures to staff and the general public. 10. Develops and executes the County's personnel, budget, accounting, internal controls and other policies and programs. 11. Ensures Americans with Disabilities Act (ADA) and Equal Employment Opportunity (EEO) Compliance. 12. Provides leadership in capital improvement and infrastructure planning. 13. Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures. 14. Maintains harmony among workers and resolves grievances; performs or assists subordinates in performing duties; adjusts errors and complaints. 15. Assists Board of County Commissioners with administration of employee health plan. 16. Prepares a variety of studies, reports and related information for decision-making purposes. 17. Coordinates and supervises various grant applications and awards. 18. Sees that all laws and ordinances are faithfully performed. 19. Advises the Board of Commissioners of financial conditions and current and future county needs. 20. Writes and executes Request for Proposals. 21. Acts as project manager. 22. Administers County Programs. 23. Coordinate special projects and tasks. 24. Maintains County records. 25. Legislative monitoring and action. 26. Attends all meetings of the Board of Commissioners at which attendance may be required by the Board. 27. Operates a County vehicle.
MINIMUM QUALIFICATIONS
Education and Experience:
1. Five (5) years' experience in public or business administration, political science, supervisory experience, or of another closely related field, or 2. Any equivalent combination of education and experience. 3. Bachelor's or Master's Degree preferred.
Necessary Knowledge, Skills and Abilities:
1. Considerable knowledge of the principles, practices, and ethics of county management; knowledge of procedures, standards, and current developments in effective local government; working knowledge of government finance, human resources, public works, public safety, and community development. 2. Skill in preparing and administering government budgets. 3. Skill in planning, directing and administering financial programs. 4. Operating various tools and equipment. 5. Prepare and analyze comprehensive reports. 6. Carry out assigned projects to their completion. 7. Communicate effectively verbally and in writing. 8. Establish and maintain effective working relationships with employees, county officials and the public. Advanced working knowledge and ability with personal computing applications - specifically Microsoft Office Suite (e.g., Word, Excel, Outlook, and PowerPoint), Adobe products (e.g., Reader, Professional), as well as database management systems.
SPECIAL REQUIREMENTS
. Valid Colorado State Driver's license.
PHYSICAL DEMANDS

The noise level in the work environment is usually moderately quiet.
