TOWN OF ENFIELD JOB DESCRIPTION SOCIAL SERVICES DEPARTMENT DEPARTMENT FISCAL COORDINATOR GENERAL STATEMENT OF DUTIES
: Responsible for comprehensive fiscal and budget support for the Enfield Child Development Center and the broader Department of Social Services.
SUPERVISION RECEIVED
Works under the general direction of the Department Director and Senior Operations Manager with regular review of work for compliance and accuracy.

ESSENTIAL JOB FUNCTIONS
: Perform a wide range of financial, accounting, and administrative duties, including bookkeeping, billing, accounts receivable, collections, bank deposits, and all authorized fiscal transactions; compile, review, and analyze financial and statistical information; maintain accurate, audit-ready accounting records for ECDC and all associated Social Services programs and services; operate modern office and accounting software (spreadsheets, databases, accounting applications), and produce correspondence, reports, forms, and memoranda; provide financial and budget support for the entire
Department of Social Services:
monitor expenditures, track program spending across state, federal, and local funding sources, and ensure compliance with relevant fiscal guidelines; assist with development of annual budgets and expenditure summaries; prepare financial summaries, reconciliations, and routine expenditure reports to support departmental planning and reporting obligations; support internal and external audits by organizing financial files and providing requested documentation; respond to inquiries from staff, parents, vendors, and the public regarding billing, payments, and financial procedures; perform other related duties as assigned; regular and punctual attendance.
OTHER JOB FUNCTIONS
Serve as a central fiscal resource within Social Services for grant administration support, budget monitoring, and financial record-keeping across multiple programs (childcare, transit, social services, nutrition/meal programs, youth services, etc.).

MINIMUM QUALIFICATIONS
KNOWLEDGE, SKILL
AND ABILITY
: Thorough knowledge of accounting, bookkeeping, budgeting, and financial recordkeeping principles and practices. Ability to maintain accurate fiscal records, prepare financial reports and reconciliations, analyze financial data, and apply financial policies and procedures. Proficiency in computerized accounting systems, spreadsheets, and Microsoft Office applications, including Excel. Ability to communicate effectively, maintain confidentiality, establish positive working relationships, and exercise sound judgment while managing multiple priorities with a high degree of accuracy and attention to detail.
EXPERIENCE AND TRAINING
Associate's Degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, or a closely related field and five (5) years of progressively responsible experience in accounting, bookkeeping, fiscal administration, budget management, or financial recordkeeping utilizing computerized accounting systems; or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities. Experience in governmental, municipal, nonprofit, grant-funded, or public sector fiscal operations, including budget monitoring, financial reporting, reconciliation of accounts, and compliance with funding requirements, is highly desirable. Bachelor's degree preferred with experience in municipal government, nonprofit finance, grants management, childcare funding, or public-sector budgeting.
