Job Description

Assists the Public Safety Chief Financial Officer (CFO) in the overall management and oversight of the department budget, including daily expenditures, capital projects, division budgets and long-term budget planning. Duties are under the direction of the CFO.The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload. Coordinates and administers the financial management responsibilities of the department, including budget, EMS billing, fire assessments and grant activities, in compliance with applicable policies, practices, methods and procedures. Makes recommendations for the development of administrative, programmatic, and operational policies and procedures. Performs professional duties conducting research, funds utilization analysis, and providing support and guidance to the department on budgetary procedures. Works closely with the Department's Administrative Team to monitor accounts payables (department purchase orders, check requisitions, change orders, interfund billing preparation, credit card transactions) and receivables, and ensuring correction of any discrepancies. Supervises the Fire Finance Staff and is responsible for the administration. Reviews monthly expenditure reports resolves discrepancies and errors. Requests/recommends journal entries and budget amendments as needed. Assists with research and preparing RFQ and RFP's. Monitors contractual and in-house construction, maintenance, and repair projects. Verifies with the CFO to ensure adequate budget appropriations and fund accounting. Monitors accounts receivables and works closely with the Finance Department to ensure compliance and timely reporting. Assists with capital projects for expense tracking and monitoring. Researches and analyzes special projects on the monthly, quarterly, and annual basis. Researches and collects information for the annual Public Emergency Medical Transportation (PEMT) Reimbursement Program for Medicaid. This includes revenue, expenditures, run information, station information, etc. Prepares and assists with FEMA reimbursements when necessary. Includes payroll and expenses utilized either within the County or if personnel are deployed to assist other organizations. Provides Customer Service to all County Departments and customers. Assists with compiling and managing all grant information submitted and assists in entering the data into the County's Grant Management System. Develops procedures and controls as needed to ensure that grants are managed in an effective and efficient manner. Assists in establishing and maintaining a centralized filing system and database of all HCFR grants for the purpose of administration, monitoring, and reporting. Assists in monitoring grant expenditures and preparing appropriate financial reports and timely billings for submittal to appropriate agencies. Prepares agenda items, legal requests, and budget resolutions for grants as needed. Provides auditor support for outside and inside audits. Assists with the MSBU process including preparation of spreadsheet for initial estimates, preparing Board Agenda items to update the MSBU Ordinance, sending letters to the residents, placing legal ads, entering data into JEMAS for the assessments, assisting with the MSBU budgets, tracking the costs, etc. Prepares the manual billing of fire assessments for the governmental properties within the County. Includes obtaining information from the Building Department for Certificates of Occupancy to bill for partial year assessments. Working in BLDSYS and JEMAS systems to create invoices and to accept payments. Issues invoices for inter-departmental transfers and charges. Communicates with and assists the CFO to resolve issues and problems related to purchasing and/or accounts payable. Assists CFO with review and interpretation of Purchasing and Finance policies and procedures. Develops and updates form letters, contracts, and reports. Composes routine letters and memorandums to vendors and county finance and purchasing personnel. Performs special projects of varying complexities as assigned by the CFO. Approves purchases for purchase orders and check requisitions while ensuring the purchases are within the budget. Performs other duties as assigned. Regular attendance. Emergency Response County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Employees may request an exemption from this requirement by submitting the appropriate exemption form, subject to review and approval. Minimum Qualifications Graduation from an accredited college with a two (2) year Associate's Degree in Business Administration, Public Administration, or related field. Five (5) years' experience in finance administration (office procedures, accounting, budgeting, record keeping, contract management and purchasing) and management or other closely related public safety agency. Must have two-year's experience in supervising employees. Applicants must submit a resume and cover letter tailored to the position. Licenses, Certifications, or Registrations Must possess and maintain a valid Florida Driver's License or must obtain within 30 days of establishing residency in Florida and be insurable by current insurance carrier, or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle. NMIS IS-700, IS-800, ICS-100, and ICS-200 within 6 months of employment. Must be HIPAA certified or become certified within the first month. Required Competencies Knowledge of generally accepted accounting procedures and principles with an emphasis on governmental fund accounting. Knowledge of government enterprise accounting, preferred. Knowledge of financial analysis techniques, cash flow analysis techniques, revenue, and expense projection techniques. Ability to operate a personal computer. Ability to prepare financial and statistical tabulations and reports. Ability to handle difficult customer service situations. Ability to plan, schedule and supervise the activities of department personnel. Ability to express oneself clearly and concisely, both orally and in writing. Ability to promote and maintain effective public relations. Ability to work independently without close supervision. Ability to supervise and evaluate the work of subordinates. Physical Requirements/Work Environment Must be able to communicate effectively by using speaking, vision, and hearing skills. Must be able to operate a personal computer. Have good dexterity and finger mobility for typing and using a calculator. Occasional light to moderate lifting, reaching overhead, bending and/or stooping for filing. Good vision for computer and clerical work. Occasional to moderate travel may be required, sometimes involving personal vehicles or overnight stays for meetings, training, or to visit other office locations.
